Job description

Summary
You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Missile Systems Hardware and Test Division, Global Deterrence and Defense Department of NAVAL SURFACE WARFARE CENTER.
This position is part of the Warfare Centers Personnel Demonstration Project. The full performance level of NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14.

Duties
Help
  • You will serve as the Acquisition Lead for the Missile Systems Hardware and Test Division, acting as the primary technical liaison between the Contracting Officer (CO) and the contractor.
  • You will analyze and evaluate plans and techniques of pre-award and post-award functions involving highly specialized acquisitions.
  • You will be responsible for the daily technical oversight of the contract, ensuring that contractor performance is in accordance with the contract's terms, conditions, and quality assurance surveillance plan.
  • You will be responsible for reviewing and interpreting technical requirements, validating invoices for technical accuracy, and maintaining comprehensive documentation in the official COR file.
  • You will manage inputs, status, and history of acquisitions for quarterly Capital Planning Purchase Board (CPPB).
  • You will be responsible to work across all stakeholders to develop and maintain the divisions 5-year Acquisition Plan, and briefs management at Quarterly execution review on all acquisition efforts.
  • You will ensure that technical issues and potential contractual problems are identified and resolved promptly to support the mission.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating acquisition plans and techniques for pre-award and post-award functions to improve the efficiency and execution of program operations. Examples of qualifying experience may include: (1) developing and maintaining long-term acquisition plans; (2) determining methods of procurement and contract types, documenting acquisition strategies, and securing appropriate approvals; (3) applying a comprehensive understanding of federal contracting regulations; (4) managing productive relationships with vendors and contracting partners.

This position is part of the Warfare Centers Personnel Demonstration Project. The full performance level of NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14. The salary range shown in the announcement represents all of the positions within the band, including GS-14 equivalent (high grade) positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $138,370).
