Job Description:
Position Summary
  • Client is seeking an adaptable, highly autonomous Data & Systems Analyst for the state's ADT (Admit, Discharge, Transfer) program.
  • We are looking for an analytical problem-solver who thrives in ambiguity.
  • The ideal candidate will not just wait for step-by-step instructions, but will take high-level business questions and independently navigate complex database structures to find the answers.
  • This role is foundational: you will be responsible for mapping existing data architecture, performing rigorous data quality analysis, comparing our data against healthcare industry standards, and laying the clean groundwork required for future downstream reporting.

Key Responsibilities
  • Data Discovery & Mapping: Reverse-engineer and document existing database structures. Create comprehensive, clearly labeled data dictionaries for the Illinois ADT program.
  • Autonomous Problem Solving: Translate high-level business inquiries (e.g., "What is the timeline of vendor HL7 messages?") into technical execution. Must be able to independently locate the correct tables, fields, and data sources without granular instruction.
  • Data Quality Analysis (DQA): Analyze HL7 healthcare data sources to identify inaccuracies, gaps, and anomalies. Determine whether the data is whole, complete, and ready for reporting.
  • Architectural Research: Compare HFS's internal data sources against current industry standards and the broader IT architecture, identifying and illustrating inefficiencies or areas for improvement.
  • Cross-Departmental Evangelism: Assist in the development of presentations, slide decks, and documentation to clearly educate other HFS areas on the ADT program's architecture and the potential value of its data.
  • Reporting Foundations: Transition clean, documented data into actionable reports, assisting in report development as the project matures.

Required Characteristics & Core Competencies

  • Database Fluency: Strong familiarity with structured database design and relational data models.
  • High-Capacity Learner: A smart, driven individual willing to quickly learn the nuances of our specific environment. We value aptitude and adaptability over knowing every specific tool on day one.
  • Communication Skills: Ability to bridge the gap between complex technical data and non-technical stakeholders through clear documentation and presentation design.
  • Domain Knowledge: Familiarity with HL7 messaging and healthcare data standards (or a proven ability to grasp complex industry standards quickly).

Preferred Qualifications (Nice-to-Have)
  • Experience using Tableau (or similar Business Intelligence tools) for data visualization and report creation.
  • Previous experience operating within state government or large-scale healthcare IT environments.

Additional information about the role:
  • Details on the tech stack the person will be working with:
    • Databases: Standard relational enterprise databases (We use SQL Server and Teradata databases). We care much more about a candidate's underlying understanding of relational database design, schemas, and structured data models than proficiency in a single vendor's platform.
    • Reporting Tools: Tableau is our target downstream visualization tool, but immediate work will focus on the data layer rather than front-end design.
    • Data Types: Healthcare data streams, specifically HL7 messaging frameworks integrated into our environment.
  • SQL level of expertise we are looking for?
    • Focus Area: Complex Data Analysis and Data Modeling/Mapping. The candidate must be highly proficient in writing advanced queries (joins, subqueries, aggregations) to explore unknown data, profile data quality, and construct data dictionaries.
    • What we do NOT need: We are not looking for database administration (DBA) skills, infrastructure management, or database performance tuning.
  • How much HL7 and healthcare domain experience is required?
    • Requirement: General familiarity and strong conceptual understanding of healthcare data and ADT (Admit, Discharge, Transfer) messaging structures.
    • The Priority: A candidate with a powerful analytical mind who can grasp how operational events map to data fields is preferred over a rigid HL7 specialist who cannot work outside a pre-defined spec sheet. If they are sharp and driven, we can bridge minor domain gaps.
  • What are the primary deliverables expected during the first few months?
    • Immediate Deliverables: Creation of comprehensive data dictionaries, review and improvement of the existing data pipeline where appropriate, execution of data quality assessments (DQA), and mapping/documenting the existing program architecture and data flows.
    • Future Deliverables: Report and dashboard development will follow only after these foundational elements are complete and the data integrity is verified.
  • What percentage of the role is focused on data discovery and analysis vs. reporting/dashboards?
    • Initial Split: 80% Data Discovery, Quality Analysis, and Architectural Documentation / 20% Reporting & Visualization.
    • Context: This is a foundation-building role. Candidates expecting to spend all day building dashboards in a mature data warehouse will not be a fit. We need an investigator who wants to map the territory first.
