Job Summary:

The position will work across the Department coordinating and implementing the CDC Overdose to Action (OD2A) grant deliverables with the ADHS State Lab, ADHS Business Intelligence, ADHS Emergency Preparedness and the Division of Public Health Prevention Services. Duties include: identifying evidence-based or emerging best practices; financial and contract grant management; grant writing and development; communicating with partners; identifying needs and gaps in services, making recommendations to ADHS leadership, and developing and maintaining a repository of resources aimed at reducing rates of prescription drug misuse and its corresponding negative consequences. These resources include agency action plans and scorecards with measurable goals and objectives, toolkits, social marketing, and educational materials.
The position will also be responsible for providing training and technical assistance to community partners, county public health departments, and other state agencies on strategy development and implementation; and use and dissemination of data and monitoring and surveillance. Additional responsibilities will also include research and guidance on existing and emerging policies and practices; outreach to professional organizations and regulatory boards; and direct service presentations to communities, stakeholders and policy makers. Technical responsibilities will include guidance on budget and scope of work development; guidance on strategy development; development and guidance on best or emerging practices; data-driven needs assessments; and process, impact and outcome evaluation development, analyses and reporting.
This position will attend statewide and community meetings, as assigned.

Job Duties:

- Responsible for providing contract and financial management of the contracts within the CDC OD2A grant. Develop program budget and contracts, authorize expenditures and monitor budgets. Address critical budget issues as needed.
- Monitor, track, and ensure compliance of prevention strategy (6-9) required deliverables for the CDC OD2A Cooperative Agreement and support evaluation and monitoring efforts through developing, engaging, facilitating, and sustaining statewide stakeholder partnerships.
- Participate in and represent ADHS in state initiatives, including inter-agency committees, community task forces, and councils with goals to reduce deaths and injury from poisonings and/or substance misuse. Participate in office, bureau, division, and Department level teams and meetings as necessary.
- Provide technical assistance and training to community partners, county public health departments and statewide agencies on strategy implementation, community toolkits, and dissemination/use of data and monitoring and surveillance. Monitor any contractors/contracts selected to provide training and TA.
- Team lead for staff assigned to assist with the completion of OD2A prevention strategies and required program activities.
- Other duties as assigned as related to the position.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
- ADHS, Arizona Health Improvement Plan and the State Health Assessment.
- Principles, methods, and techniques of leadership and government administration.
- State laws and agency rules, regulations, policies, and procedures governing the provision of medical and public health services.
- Systems theory and consensus building models in developing cooperation and coordination among varied disciplines, agencies, policy-makers, and the community at large.
- Planning, program evaluation, and quality assurance techniques and methodology.
- Approaches to working with communities with cultural diversity, especially when working with rural, remote, and tribal communities.
- Grant and financial management.
- Approaches to addressing equity and disparities in program planning and implementation.
- Performance Management (PM) and Continuous Quality Improvement (CQI) practices

- Managing and navigating applicable software, databases, reporting platforms, and/or survey forms.
- Completing literature reviews of best practices, evidence-based findings, and emerging strategies throughout public health systems.

- Interpreting laws, statutes, and regulations related to opioid overdoses and other substance misuse issues.
- Strategic planning, project development, and event planning (e.g. annual summits, communities of practice, trainings, etc.)

Selective Preference(s):

Bachelor's degree in public health/administration, behavioral health, social work, nursing, or closely related field with 4 years of managing a complex public health program required. Experience in substance misuse prevention and working with tribal communities is preferred. Master's degree in a closely related field may substitute for 2 years of professional experience.
