LEAD PROGRAM ANALYST

Concurrent Technologies Corporation (CTC) is seeking a qualified and proactive Lead Program Analyst to support federal capital investment and infrastructure initiatives within the Energy, Resilience and Sustainability (ERS) Division. This position will support programs that strengthen infrastructure resilience, energy security, mission readiness, and the long-term sustainability of federal installations and assets.

The ERS Division is seeking a qualified and detail-oriented Lead Program Analyst to provide analytical expertise and coordinated oversight for capital investment initiatives across Marine Corps Installations Command (MCICOM) Restoration & Modernization (RM), Demolition, Operations & Maintenance (O&M), and Military Construction (MILCON) programs. The successful candidate will support enterprise-level program execution by developing and maintaining program plans and guidance, tracking financial and execution actions, conducting detailed data analysis, coordinating governance activities, and delivering highquality reporting and documentation for senior leadership.

Key Responsibilities:

  • Interfaces with Director of Capital Investments.
  • Ensures all deliverables developed for Capital Investments branch comply with performance frameworks and quality assurance measures.
  • Manages long-range RM program planning and delivers regular execution updates.
  • Oversee monitoring of current-year RM, Demolition, O&M, and MILCON program execution; track milestones and produce weekly/monthly status reports.
  • Drafts, coordinates, and review official program documentation, including Authorities to Advertise, Congressional Notifications, Standard Operating Procedures (SOPs), and guidance updates.
  • Conducts comprehensive data analysis across RM, Demolition, O&M, and MILCON portfolios; develop metrics, reports, and briefs for Government review.
  • Coordinates governance activities, including planning and supporting Capital Investment Working Group (CIWG) meetings, preparing agendas, briefing materials, minutes, and After-Action Reports.
  • Develops project documentation and collaborates with headquarters and regional stakeholders to support initiation and prioritization of key infrastructure projects.
  • Prepares technical and executive-level briefings to inform senior decision-makers.
  • Utilizes systems such as ETMS2, FMT, and low-code reporting tools to support program tracking, automation, and documentation.
  • Maintains and improves electronic file structures and SOPs to support organized document management


Basic Qualifications:

  • Bachelor's degree in a relevant discipline (e.g., business, public policy, public administration).
  • 68 years of experience supporting Government or DoD programs, including MILCON project development, budgeting, or facilities lifecycle processes.
  • Experience leading capital investment programs such as Facilities Sustainment, Restoration and Modernization (FSRM), MILCON, or demolition efforts within DoD or federal facilities organizations.
  • Knowledge of FSRM processes, demolition analysis methods, MILCON planning requirements, and supporting policy frameworks (e.g., MCO 11000.5).
  • Experience developing governance materials, including charters, agendas, minutes, and After-Action Reports for seniorlevel working groups.
  • Ability to manage document control systems, electronic file structures, and SOPs across large programs.
  • Strong stakeholder engagement skills, including experience working with headquarters elements, regional commands, and cross-functional teams.
  • Ability to manage multiple projects and competing priorities under tight deadlines.
  • Proficiency in Microsoft tools, including MS Teams, Word, Excel, and PowerPoint.


Preferred Qualifications

  • Master's degree in relevant discipline
  • Direct experience supporting Marine Corps installations facilities programs
  • Advanced proficiency with authoritative enterprise systems such as iNFADS, PBIS, FIWEB, GEOFidelis Online, SMS Builder, or DAI.
  • Prior experience supporting Real Property Inventory, audit readiness, or installation-level real property accountability.
  • Advanced Excel and PowerPoint capability, including dashboards, automation, and complex data visualization
