Job description


SAIC is seeking a Senior Principal Program Analyst to support a DoD digital transformation and enterprise IT modernization program in the National Capital Region. This role serves as a senior principal individual contributor responsible for providing expert program analysis, governance support, and executive decision enablement directly to the Program Manager supporting a large-scale DoD enterprise IT and digital transformation mission.
The ideal candidate brings deep expertise in DoD program analysis, requirements elicitation, and cross-functional stakeholder coordination gained through decades of experience supporting Department of Defense and Intelligence Community organizations. This position requires direct engagement with senior government leadership, program offices, and multi-agency stakeholders to translate mission needs into executable requirements, governance structures, integrated plans, and executive decision support products.
This role operates with significant independence, serving as a senior principal advisor and organizational spokesperson on complex program analysis matters requiring coordination across multiple agencies and organizations. The successful candidate will be a proven program analysis leader capable of managing complex stakeholder environments, improving enterprise workflows, reducing administrative burden, and delivering mission-ready outcomes in support of the program's strategic priorities.
This is a Remote role in District of Columbia, must be residing in D.C. Occasional travel to support program site visits and customer engagement will be expected
JOB DUTIES:
  • Provide senior principal-level program analysis and governance support directly to the Program Manager for a large-scale DoD digital transformation and enterprise IT modernization program; serve as primary advisor on program priorities, risks, dependencies, and strategic decisions
  • Translate mission needs and stakeholder input into governance documents, memoranda of agreement, action plans, schedules, decision products, and repeatable operating processes supporting program objectives
  • Establish and support working groups and senior-leader governance forums; maintain visibility of risks, decisions, dependencies, milestones, and actions across interdependent workstreams
  • Lead requirements elicitation and business analysis activities; develop and maintain requirements traceability, process maps, and workflow documentation supporting program execution
  • Produce executive summaries, dashboards, plans of action and milestones, topic maps, and situational awareness products that enable timely leadership decisions
  • Design and deploy workflow automation solutions using Microsoft Power Automate and related tools to eliminate manual handoffs, reduce administrative burden, and improve program execution efficiency
  • Build and maintain integrated SharePoint, Teams, Smartsheet, and master calendar solutions that strengthen document control, improve action-item accountability, and prevent mission-critical scheduling conflicts
  • Conduct stakeholder field engagements and current-state workflow assessments to inform future capability requirements, service delivery improvements, and operational process optimization
  • Coordinate portfolio of concurrent program initiatives aligned with federal policy and enterprise transformation priorities; analyze labor distribution, contract line-item allocations, and resource requirements to support financial management and scalable program delivery
  • Develop scalable leadership development and workforce readiness programs supporting program team succession planning and organizational readiness
  • Deliver strategic briefings and decision-support products addressing policy, organizational readiness, risks, and emerging requirements to senior government and SAIC leadership
  • Serve as organizational spokesperson and prime program analyst contact on significant matters pertaining to DoD digital transformation program policies, plans, and program objectives
  • Support business development activities including technical proposal development, capability demonstrations, and customer relationship management in support of program re-compete and growth opportunities

Qualifications
REQUIREMENTS:
  • Bachelors and fifteen (15) years or more of related experience; Masters and thirteen (13) years or more experience; PhD or JD and ten (10) years or more experience.
  • 15 years of DoD and Intelligence Community program analysis and operations experience with demonstrated senior principal-level contributions across complex multi-agency environments
  • Tools Proficiency: Microsoft 365, SharePoint, Teams, Power Automate, Smartsheet, MS Planner, Excel, TMT, ETMS2
  • Must be a U.S. Citizen
  • Must have an Active TS/SCI with CI Polygraph to start

DESIRED SKILLS:
  • Experience supporting DoD program executive offices, NAVWAR, NGA, Joint Staff, or related DoD program offices
  • Demonstrated experience supporting senior executive and general officer-level program operations including briefing development, strategic communications, and decision support
  • Background in enterprise task management systems including TMT and ETMS2; experience developing standard operating procedures and business rules for enterprise governance tools
  • Experience conducting workforce risk assessments and identifying information technology talent gaps for large DoD organizations
  • Demonstrated success designing and deploying mission-critical tracking databases and readiness dashboards supporting senior leadership visibility
  • Background in Lean Six Sigma process improvement methodologies with demonstrated results reducing administrative workload and improving organizational efficiency
  • Experience coordinating curriculum modernization and workforce transformation initiatives aligned with federal policy and enterprise transformation priorities
  • Familiarity with DoD enterprise IT modernization programs and related digital transformation initiatives
  • Experience managing multi-agency stakeholder environments across logistics, information technology, facilities, and shared workspace initiatives
  • Demonstrated ability to develop automated workflows improving transparency, ownership, and execution tracking across concurrent program initiatives
  • Microsoft Certified Power Platform Developer Associate or related Microsoft certification preferred
  • Google Project Management Professional Certificate or PMP certification preferred
  • Lean Six Sigma Green Belt or higher preferred
