CITGO owns and operates three refineries located in Lake Charles, LA.; Lemont, IL.; and Corpus Christi, TX, and wholly and/or jointly owns 38 active terminals, six pipelines and three lubricants blending and packaging plants. Job Summary

Learns documentation and parameters around each transaction while nominating and scheduling crude and/or products to satisfy required commitments.  Schedules product movement from source to destination based on mainly pipelines to meet refinery requirements.  Contacts counterparties to ascertain their asset requirements and updates databases to prepare invoices and statements.  Works with accounting to establish and implement invoice procedures, adjustments; confirms invoice information.  Develops relationships with supply chain representatives to ensure operational integrity.  Communicates with customers on daily requirements and maintain relationships with scheduling counterparts of customers.  Works with counterparties to confirm monthly physical volume activity is accurate and confirmation of such with accounting areas.  Assists in resolution of billing discrepancies.

Minimum Qualifications
  • A Bachelor’s degree and 0 years of experience is required.  If no degree, 4 years of experience in lieu of degree is acceptable
  • Ability to manage multiple product pools.
  • Ability to manage documentation meticulously and maintain knowledge base of pipelines, trade routes and associated tariff charges, where applicable.
  • Technical aptitude to understand systems and scheduling platforms.
  • Basic knowledge of refinery operations, product output, storage asset utilization, and crude markets. 
Job Duties
  • At any given time, the Hydrocarbon Scheduler should have a well-defined scope of work for a specific hydrocarbon to allow for the development of supply processes and a network of internal and external contacts. For any given hydrocarbon, the Hydrocarbon Scheduler should analyze the forecasted supply/demand requirements, identifying opportunities to: a) develop an optimized hydrocarbon movement schedule for each transportation mode required by the circumstances, c) reduce cost and potential inefficiencies, d) jointly optimize use of dock availability/tank space, d) alert the supply team as to potential conflicts and highlight potential solutions, etc. and e) support the efforts to optimize inventories.
  • Based on actual execution, forecasted hydrocarbon commodity needs and facility availability, the Hydrocarbon Scheduler should proactively and continually recommend solutions to optimize physical and in-transit inventory, as well as advise on supply contingency plans in face to major changes on an approved nomination or purchasing program.
  • The Hydrocarbon Scheduler should develop and get internal confirmation of the supply programs for the specific hydrocarbons under his/her responsibility. The nominations or purchases should be produced and revised, in full concert and alignment with the needs of internal and external customers, which may include, but not limited to, Traders, Corporate Supply Chain, Senior Hydrocarbon Schedulers, Refinery/Origin and Destination schedulers, Terminals, Inspection companies, etc.
  • The Hydrocarbon Scheduler should test the technological solutions available leading to recommendations on data collection and data management, process improvements, etc. Compile and maintain accurate hydrocarbon movement and inventory information in scheduling system. Verify and authorize payment of invoices related to hydrocarbon movement to expedite reconciliation process.
