Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 780th Military Intelligence Brigade, DET-HI, 782d Military Intelligence Battalion, located in Kunia, Hawaii.

Duties

  • Serves as an Interactive On-Net Operator (ION) for the 780th MI BDE, (CYBER( serving in one of its subordinate and geographically dispersed Cyberspace Battalions or Detachments.
  • Uses initiative and resourcefulness to deviate from traditional methods or research emerging trends and patterns, developing new tactics, criteria, or even proposing policy enhancements.
  • Analyzes exploitation outcomes, recommend adjustments to tools and procedures, and make decisions whose effects ripple across multiple organizational units.
  • Acts as an operational subject matter expert and provides input towards intelligence reports, pre/post mission briefs, and the targeting cycle.
  • Operates under administrative policies and precedents that are broadly stated and guidelines that are scarce or offer limited utility, requiring sound judgment to interpret and adapt these frameworks to mission demands.
  • Coordinating with other Cyber Specialists to give and/or obtain information relating to support in cyberspace, support to collections management initiatives, planning operations and goals, and initiatives and assessments.
  • Applying knowledge of concepts, principles, and practices Cyberspace Operations (CNE/CNA/CYBER WARFARE) for the development of new methods, approaches, or procedures.
  • Applying knowledge of network protocols such as TCP/IP, Dynamic Host Configuration, Domain Name System (DNS), and directory services.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Two year Trial Period may be required.
  • Must be able to obtain and maintain access to National Security Agency (NSA) facilities and networks.
  • Temporary duty (TDY) travel will be required 25% or less of the time
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Stress is inherent in the nature of work: The many short-suspense actions and pressures of time from nearly all contacts contribute to heightened demands on the incumbent.
  • Incumbent may be subject to short notice expanded hours and possible recall situations and irregular work hours, including weekends and holidays.
  • Overtime/shift work may be required.
  • Position is considered Non-Combat Essential (NCE) and during periods of increased tension and mobilization could be assigned to any location worldwide.
  • Must sign a DD Form 2365 acknowledging that certain levels of medical, security, performance, conduct, and overall fitness must be maintained to be suitable for assignment to an austere and stressful combat environment.
  • Position is designated Mission Essential and the incumbent must be able to remain on duty or make every effort to report to duty on time during emergency and/or crisis situations.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
To qualify based on your experience, your resume must describe at least one (1) year of experience equivalent to at least the GG/GS-11 grade level in the Federal service which prepared you to do the work in this job. Specialized experience is defined as: Conducting offensive Computer Network Operations (CNO), network reconnaissance and/or vulnerability analyses of system networks and or hosts; assisting in identifying intelligence gaps through regular review of message traffic, intelligence information, data analysis, and from other sources of information; and, assisting with integrating Cyberspace Operations capabilities into operations/exercise design.. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-11).
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
