Job description

Axiom Consultants Inc. (Axiom) is seeking to fill an IDIQ Project Manager position to serve as overall contract leader, primary point of contact for all Government communication, and driver of program integration and contract compliance. Responsible for execution of all EPIC workstreams and deliverables; steers the Project Management Plan (PMP), Quality Control Plan (QCP), and Transition Plan. Directs a distributed, interdisciplinary team, manages risk and budget, and assures the Contractor delivers best value throughout project lifecycle.

NOAA created the Earth Prediction Innovation Center (EPIC) to improve operational weather and climate forecast systems through scientific and technical innovation via model co-development with the Weather Enterprise - government, industry and academia. EPIC will facilitate improved and reliable forecasts produced by numerical Earth system models that will reduce the devastating impacts of hazardous weather.

The EPIC Program and Contract will deliver world-class numerical weather prediction systems supporting NOAA's mission to save lives, protect property, and enhance the economy. EPIC is a facilitating organization that leverages resources to better coordinate the weather research and modeling community.

EPIC is a combination of (1) roadmap for research and model priorities, (2) development environment, (3) code management, (4) cloud-ready code, (5) observational data and tools, (6) community support, and (7) community engagement.

Key Responsibilities:

  • Oversee contract execution, guiding all technical, scientific, and administrative functions.
  • Lead status/reporting meetings (biweekly/monthly), risk reviews, and communication with Government.
  • Develop and update PMP/QCP/Transition Plans; maintain contract documentation and reporting standards.
  • Ensure compliance with schedule, quality, and cost metrics.
  • Supervise subcontractor/partner integration and support stakeholder engagement.

Essential Qualifications:

  • Advanced STEM degree;
  • ten (10)+ years leading large federal science/IT programs.
  • PMP or equivalent program management certification.
  • Demonstrated experience managing complex, multi-partner efforts.
