Protect the licensing integrity and compliance posture of one of the Department of Veterans Affairs (VA) most complex cloud platforms! As the Software Asset and License Manager, you will own the lifecycle management of thousands of licenses across multiple software products ensuring continuous compliance, preventing lapse in mission-critical platform licenses, and supporting the VA's technical requirements.
Position Description: The Software Asset and License Manager provides software license procurement, lifecycle management, compliance tracking, and reporting. In this role, you'll manage licenses, track renewals, usage, and compliance while coordinating with vendors and the VA procurement process.
Minimum/General Experience: 3 years of experience in software asset management, IT procurement, and license compliance
Minimum Education: Bachelor's Degree in information technology, business administration, or related field; Certified Software Asset Manager (CSAM) (preferred)
Essential Skills/Qualifications:
  • Excellent experience managing enterprise software license portfolios including procurement tracking, renewal management, usage auditing, and compliance reporting
  • Excellent knowledge of software license types including perpetual, subscription, seat-based, site, and enterprise licenses
  • Excellent ability to accurately track license counts, scopes, start/expiration dates, and costs
  • Excellent ability to coordinate software procurement
  • Excellent experience developing and delivering monthly Software License Accounting reports including software name/vendor, license type, license count, scope, start/expiration dates, total cost, renewal status, and approval status
  • Excellent ability to provide advance notice of upcoming renewals, end-of-support dates, or licensing risks affecting platform operations or security compliance
  • Above average knowledge of VA Technical Reference Model (TRM) processes
  • Above average experience with software tools for license management (e.g., ServiceNow, Flexera, Snow Software)
  • Above average ability to maintain auditable records suitable for federal audit
  • Ability to provide license data including current deployed version, latest vendor-supported version, and end-of-support/end-of-life dates for all managed products
  • Experience supporting a federal agency
  • Excellent verbal and written communication skills

Tasks/activities include, but are not limited to:
  • Procures, manages, tracks, and renews all software licenses
  • Ensures all licenses are procured in the name of and for the benefit of the VA
  • Maintains accurate and auditable records of all license counts, versions, expiration dates, renewal requirements, and associated costs on a continuous basis
  • Provides advance notification to the government no less than 90 days prior to any upcoming license renewal, end-of-support date, or licensing risk that could impact platform operations or security compliance
  • Ensures all software submitted for license procurement is listed as approved in the VA TRM prior to purchase
  • Submits non-approved software for TRM review prior to procurement
  • Delivers monthly Software License Accounting as part of the Monthly Maintenance Report
  • Supports Program Increment Software Version Posture Reports by providing license data including license type, start/expiration dates, current deployed version, latest vendor-supported version, and vendor-published end-of-support and end-of-life dates
  • Documents and reports all license substitutions, version upgrades, or quantity adjustments to the government via formal contract modification in accordance with applicable acquisition regulations
  • Coordinates with the Atlassian / ALM Administrator on Atlassian license management
  • Coordinates with Security team on Nessus, DigiCert, and security tool license compliance
  • Coordinates with DevSecOps team on Terraform Enterprise, Nexus, and pipeline tool licensing
  • Coordinates with government personnel, other contractors, and third-party vendors to ensure seamless license lifecycle management and prevent any lapse in coverage for mission-critical platform services
  • Submits TRM requests through the VA TRM system including justification drafting, TRM approval board meeting attendance, and reporting of approaching TRM authorization ends to appropriate portfolio Information System Owners
  • Ensures all licenses are government-owned or government-entitled
  • Ensures no license is structured to restrict government use beyond agreed contract terms

Compensation & Benefits: The annual projected pay range for this position is $42,665 - $65,452 with consideration being given to various factors including but not limited to qualifications, experience, job responsibilities, and geographic location.
