A Remote Fractional Recruiter is a recruiting professional who works remotely and is hired by organizations on a part-time or project basis, rather than as a full-time employee. They help companies find and hire talent, often focusing on specific roles or hiring needs. To thrive as a Remote Fractional Recruiter, you need a solid background in talent acquisition, strong sourcing abilities, and experience with full-cycle recruiting, often supported by a bachelor’s degree in HR or a related field. Familiarity with applicant tracking systems (ATS), sourcing platforms like LinkedIn Recruiter, and sometimes relevant certifications such as SHRM-CP or AIRS are typically required. Exceptional communication, time management, and self-motivation help you stand out in this independent, client-facing role. These skills ensure efficient, high-quality hiring for multiple clients while maintaining professionalism and meeting remote work demands.

Job description

  • Title: Recruitment Consultant
  • Reports To: Director of Recruitment
  • Division: Recruitment Department
  • Location: Remote, preferably out of Illinois
  • Status: Exempt

About Flex HR: Flex HR is a fast-growing HR and payroll outsourcing company co-located in Atlanta and Chicago. We work with companies in a variety of industries to help them manage their human resources and payroll. We are a team of learners who are excited to delight our clients. We look for positive, curious, customer-focused, and detail-oriented people to be a part of our team.
Job Summary: The Recruitment Consultant operates as a self-directed, full-cycle recruiting partner for Flex HR's clients. Rather than functioning as a traditional agency or transactional recruiter, this consultant becomes an embedded extension of the client's team - learning the business, understanding culture, and delivering talent that drives long-term success. The Recruitment Consultant manages the entire hiring lifecycle independently, from intake through offer, across multiple client engagements simultaneously. In most cases, the consultant interfaces directly with client leadership - including CEOs, COOs, and hiring managers - and may also coordinate with Flex HR's internal HR consultants where client engagements overlap. This role demands the discipline of a solo operator, the judgment of a seasoned recruiter, and the professionalism of a trusted business partner.
Responsibilities, on a Fractional Basis for Clients:
Full-Cycle Recruitment
  • Manages end-to-end recruitment for assigned client roles across industries and job functions, including professional, technical, operations, and leadership positions.

  • Conducts thorough intake meetings with client hiring managers to define role scope, success criteria, compensation parameters, and cultural fit expectations.

  • Develops and executes targeted sourcing strategies using LinkedIn Recruiter, Boolean search, job boards, referrals, and other channels as appropriate.

  • Screens, interviews, and presents qualified candidates in a professional, client-ready format consistent with Flex HR standards.

  • Guides clients through candidate evaluation, selection, offer negotiation, and pre-close to ensure an efficient and positive experience on both sides.

  • Maintains organized applicant tracking and recruitment documentation for each engagement.

Client Partnership & Communication
  • Acts as a trusted advisor to client leadership on talent strategy, hiring timelines, market conditions, and candidate availability.

  • Sets and manages expectations proactively - communicating pipeline status, search challenges, and recommended adjustments in a timely and transparent manner.

  • Educates clients on interview best practices, legal compliance in hiring, and structured evaluation approaches.

  • Collaborates with Flex HR's HR consultants when engagements include both HR strategy and recruiting components, ensuring a seamless and cohesive client experience.

  • Represents Flex HR professionally in all client-facing interactions, maintaining the quality and confidentiality standards expected of an embedded recruiting partner.

Market Knowledge & Best Practices
  • Maintains current knowledge of labor market trends, compensation benchmarking, candidate behavior, and recruiting technology to advise clients effectively.

  • Stays abreast of employment law developments as they relate to hiring practices, including EEO requirements, background check compliance, and offer letter standards.

  • Applies a continuous improvement mindset - regularly evaluating process efficiency, candidate quality, and client satisfaction to refine approach.

Operational Excellence
  • Manages multiple concurrent searches across client accounts without sacrificing quality, responsiveness, or attention to detail.

  • Drafts compelling, accurate job postings aligned with client brand and Flex HR positioning standards.

  • Tracks and reports on key recruiting metrics (time-to-fill, pipeline conversion, offer acceptance rates) and presents data meaningfully to client stakeholders.

  • Accomplishes all tasks as appropriately assigned or requested by Flex HR leadership or clients.

Education and Requirements:
  • Bachelor's degree (BS/BA) from an accredited college or university required; degree in Human Resources, Business, Communications, or a related field preferred.

  • Minimum of 5 years of full-cycle recruiting experience; experience supporting multiple clients simultaneously (agency, RPO, or consulting environment) strongly preferred.

  • Demonstrated ability to recruit across a variety of functions and levels, including professional, technical, and leadership roles.

  • Proficiency in LinkedIn Recruiter and at least one ATS or CRM platform.

  • Strong command of Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).

  • Exceptional written and verbal communication skills, including the ability to craft polished candidate-facing and client-facing materials.

  • High level of interpersonal skill and professional discretion when handling confidential candidate and client information.

  • Proven ability to manage competing priorities independently, meet deadlines, and self-direct in a fast-paced, remote environment.

  • Strong analytical and problem-solving capabilities; uses data to inform decisions and improve outcomes.

  • Must use a cell phone to monitor client communication

  • Operate with integrity and professionalism in all client, candidate, and internal interactions.

  • Contribute to a team culture that is collaborative, positive, and solution-oriented - even as an independent consultant.

  • Commit to continued learning in recruiting, HR, and talent acquisition best practices.

  • Think critically about how to work smarter, solve problems creatively, and add genuine value to every client engagement.

  • Always make ethical decisions, including maintaining confidentiality and representing candidates and clients honestly.

Competencies:
  • Client Focus - Prioritizes client satisfaction; builds trusted relationships with hiring managers and organizational leaders; proactively addresses concerns and delivers on commitments.

  • Communication - Communicates clearly and professionally in writing and verbally; tailors messaging appropriately for candidates, clients, and internal teammates; listens actively.

  • Adaptability - Adjusts approach based on client culture, role complexity, and evolving search conditions; comfortable with ambiguity and change.

  • Integrity & Ethics - Treats all parties with respect; maintains confidentiality; upholds Flex HR's values and professional standards at all times.

  • Initiative - Self-directed and proactive; anticipates needs, seeks solutions, and takes ownership without waiting to be told.

  • Organizational Skill - Manages multiple searches and client relationships simultaneously with structure, clarity, and follow-through.

  • Problem Solving - Identifies search obstacles early; develops creative sourcing solutions; uses data and judgment to navigate challenges effectively.

  • Professionalism - Represents Flex HR and the client with polish and confidence; maintains composure under pressure; follows through consistently.

  • Business Acumen - Understands the business context behind each hire; connects talent strategy to client goals and operational realities.

  • Diversity & Inclusion - Applies equitable hiring practices; builds inclusive candidate pipelines; educates clients on bias-aware interviewing and diverse sourcing.

  • Innovation - Brings fresh sourcing strategies and process ideas; looks for ways to improve candidate experience and client outcomes.

Work Environment: The work environment characteristics described here are representative of those an employee encounters while performing essential job functions. Reasonable accommodation may be made to enable individuals with disabilities to perform essential job functions. In the general office environment, some stress may occur in meeting project deadlines. In this job, you will use office equipment and the computer for approximately 90% of the workday.
