Job description

Description
As a team member within Iowa's Center of Excellence for Behavioral Health (CEBH), this position will lead the design, development, and implementation of high-quality asynchronous, on-demand training courses for behavioral health professionals. This role collaborates with subject matter experts (SMEs), program leaders, and state leaders to translate complex behavioral health content into engaging, accessible, and evidence-based learning experiences. A key responsibility of this position includes supporting the development of a statewide behavioral health crisis curriculum training course, ensuring alignment with best practices in crisis response, adult learning principles, and workforce development needs.
Iowa's Center of Excellence for Behavioral Health (CEBH) is an Iowa-based training and technical assistance center supporting behavioral health professionals' development, implementation, and operation of evidence-based practices for individuals with serious mental illness, serious emotional disturbance(s), and/or co-occurring condition(s). This is a specific term position with a projected end date of June 30, 2027, with strong likelihood of extension.
*This position is eligible to participate in remote work. Remote work must be performed at a location within the state of Iowa and will require a work arrangement form to be completed upon the start of your employment. Per policy, work arrangements will be reviewed annually, and must comply with the remote work program and related policies and employee travel policy when working at a remote location
  • Design and develop asynchronous, on-demand eLearning courses tailored for behavioral health professionals.
  • Apply adult learning theory, instructional design models (e.g., ADDIE, SAM), and evidence-based practices to create engaging learning experiences.
  • Transform technical and clinical content into clear, interactive, and learner-centered materials.
  • Develop storyboards, scripts, assessments, and multimedia elements (e.g., videos, simulations, case scenarios).
  • Utilize a variety of eLearning authoring tools (e.g., Articulate products, Adobe Captivate, Genially, or similar) to develop content in varying formats.
  • Collaborate with SMEs to support the design and rollout of a statewide crisis training curriculum.
  • Partner with behavioral health professionals, trainers, and leadership to identify learning needs and priorities.
  • Facilitate content development meetings and provide guidance to SMEs on instructional best practices.
  • Build and deploy courses within Learning Management Systems (LMS) (e.g., Canvas, Blackboard, Moodle, or similar).
  • Manage course functionality, user experience, and accessibility within the LMS.
  • Utilize data and analytics to evaluate course effectiveness and inform continuous improvement.
  • Ensure training content reflects current standards in crisis intervention, trauma-informed care, and behavioral health best practices.
  • Align curriculum with state and national competencies as available and published.
  • Ensure cultural responsiveness, accessibility (e.g., ADA compliance) across all learning materials.
  • Develop evaluation tools to assess learner outcomes and training impact.
  • Incorporate feedback and data to revise and enhance course content.
  • Stay current with trends in instructional design, eLearning technologies, and behavioral health workforce development.
  • May provide functional and/or administrative supervision for temporary staff.
  • Provides training and guidance to behavioral health professionals on eLearning system, courses and materials.

Qualifications
Required Qualifications:
  • Bachelor's degree in Instructional Design, Education, Behavioral Health, or related field; extensive experience may be substituted for education.
  • Minimum 1 year experience creating digital training content using a variety of instructional design tools and platforms including eLearning authoring tools (e.g., Articulate Storyline, Rise 360, Adobe Captivate, Camtasia); Learning Management Systems (e.g., Moodle, Canvas, Blackboard, Cornerstone, or similar); and multimedia development tools (video editing, audio production, graphic design).
  • Demonstrated experience working with subject matter experts to develop instructional content.
  • Ability to travel occasionally within the State of Iowa and hold a valid Driver's License, plus the ability to meet the University of Iowa Fleet Safety Program driving standards (University of Iowa Operations Manual Part V, Chapter 19).
  • Strong interpersonal communication and writing skills with a variety of audiences. Comfortable using Microsoft Office suite of computer applications (Word, Excel, PowerPoint), remote conference applications (such as Zoom, Microsoft Teams), and collaboration tools (such as monday, Asana).
  • Ability to work independently and within a team and with a variety of stakeholders.

Desired Qualifications:
  • Experience in behavioral health, public health, or healthcare workforce training.
  • Familiarity with crisis intervention frameworks and behavioral health systems of care.
  • Experience supporting large-scale or statewide training initiatives.
