Description
Cencore Group is seeking a strategic, experienced Director of Business Development to lead and expand pipeline development and capture efforts across federal and commercial markets. This role is responsible for client engagement, opportunity development, capture strategy, and proposal execution across our core sectors: Security, Information Technology (IT), Intelligence Community (IC), and Construction/Manufacturing Services.
The Director of Business Development will partner with operations, executive leadership, proposal teams, and technical SMEs to build and execute a high-impact growth strategy that supports federal expansion and targeted commercial pursuits. The ideal candidate is a self-starter who can work independently and collaborate effectively across the BD team.
Primary Responsibilities:
Capture Strategy & Opportunity Development:
  • Lead capture and pursuit activities across DoD, civilian, and commercial markets, with an emphasis on mission-aligned, revenue-generating opportunities.
  • Drive opportunity development through competitive intelligence, customer engagement, and early solution design.
  • Manage and strengthen a multi-sector pipeline aligned with annual and long-range growth objectives.

Client & Partner Engagement:
  • Build and sustain relationships with federal decision-makers, program managers, and commercial buyers.
  • Serve as a senior liaison for key clients and strategic teaming partners.
  • Represent the company at industry events, conferences, and client meetings to expand visibility and strengthen engagement.

Proposal & Solution Oversight:
  • Oversee the proposal lifecycle from start to finish, ensuring strong win themes, compliance, and on-time submission of federal and commercial proposals.
  • Lead or support gate reviews, solution development sessions, pricing strategy, and teaming decisions.
  • Ensure proposals clearly reflect the company's technical and operational strengths in security, IT, and construction/manufacturing delivery.

Strategic Leadership & Team Development:
  • Lead a business development team that includes capture managers, proposal writers, and client relationship managers.
  • Provide strategic insight into market trends, contract vehicles (e.g., GSA, IDIQs, OTAs), and competitor positioning.
  • Support internal readiness, resource planning, and continuous improvement across BD operations and proposal processes.

Requirements
Minimum Qualifications:
  • U.S. Citizenship required; must provide a valid U.S. Passport Book or Passport Card.
  • 10+ years of successful leadership in business development, capture, or proposal management within federal contracting, commercial services, or both.
  • Proven success winning multi-million-dollar contracts in one or more of the following areas: security services, IT solutions, IC solutions, or construction/manufacturing.
  • Strong knowledge of the federal acquisition lifecycle, FAR/DFARS, and government proposal requirements.
  • Experience with SLED or commercial procurement models is preferred.
  • Excellent executive-level verbal, written, and presentation skills.
  • U.S. citizenship is required for clearance eligibility; an active clearance is preferred.
  • Bachelor's degree in Business, Engineering, or a related field required; an advanced degree or BD/capture certifications (e.g., CF APMP, Shipley) is preferred.
