Job description

Job Title: Contract Specialist

Pay Range: $68,724.00 - $97,073.00 per year

The compensation offered to the candidate selected for the position will depend on several factors, including the candidate's educational background, skills and professional experience.

 Summary of Job Function:

The Contract Specialist is responsible for providing a supportive role to the Contracting Team.

Individual will possess knowledge and experience in vendor negotiations, contract development, skills to implement contracting principles for purchasing equipment, supplies and services.

Demonstrate strong analytical, expense reduction, problem solving and customer service skills in a complex multi-facility supply chain environment.

Be highly organized, detail orientated and be able to assist / handle multiple projects with aggressive deadlines appropriately.

Individual must be able to source products, equipment, and services through both the Group Purchasing Organization and from the market, coordinate evaluation of options with key stakeholders, and create effective contracts that drive value for the organization.

Basic Qualifications:

An Associate Degree or a minimum of two (2) years of experience in Supply Chain / Contract Management

Five (5) years of related work experience in Contract Administration, Vendor Management or Purchasing, preferably in a healthcare provider setting

Computer skills: PeopleSoft preferred, Microsoft Excel, Visio, Word, and PowerPoint

 Job Specific Requirements 

1) Ensures the adherence of established purchasing policies and procedures by all departments

2) Provide exemplary acquisition and contract management support, and other related workload requirements associated with the acquisition and administration of awarded contracts,

3) Develops and maintains systems to measure progress and report on outcomes

4) Establish and maintain complex supplier relationships by serving as a single point of contact for contractual matters in order to provide contract resolution

5) Knowledge of Supply Chain automated functions (preferably in PeopleSoft) as it relates to materials and contract management, project management

6) Knowledge of basic legal principles and commercial business terms

7) Knowledge of project management processes and systems in order to meet deadlines and achieve goals

8) Ability to develop, present, track and achieve Departmental and Organizational Goals

9) Ability to be sensitive to the needs of customers through the practice of quality service principles

10) Ability to communicate effectively, both orally and in writing, to persuade internal and external stakeholders

11) Ability to incorporate appropriate terms and conditions into final contract documentation, ensuring adherence and compliance to all contractual, financial, local and regulatory specifications or requirements Adheres to HIPAA and BAA requirements,

Under general supervision of the Dept. VP, the Contract Manager is responsible for facilitation and coordination of a wide variety of capital equipment, supply, and services needs in collaboration with the stakeholder(s),

Specific tasks within the Contracting Dept. operating dimensions are as follows:

Assist in the planning, implementation and management of interdepartmental projects

Assist in the planning for and executing of pre and post award documentation and/ or contractual documents accordance with policies, guidance directives andtions for sourcing events, provide contract management support,

Identify all appropriate GPO agreements (eLOCS) for goods and services utilized and take appropriate action to implement/access these contracts in coordinating with Value Analysis when applicable

Within established policies and procedures, works with distributing vendor for product addition, deletion, and availability for assigned commodities, assures on-contract and price alignment

Within established purchasing policies and procedures, reviews, and negotiates all assigned purchase requisitions (CTR) to include, but not limited to, supply contracts, blanket orders, service agreements, capital equipment, and one time purchases,

Works with all appropriate individuals and teams to identify and implement goods and services cost reduction initiatives

Draft, negotiate and execute RWJBH Standard Addendums and Business Associate Agreements with Suppliers directly

Review, Resolve and Reduce all Price Match exceptions to assure contract alignment

Maintains high level of contract coverage (95%+) for portfolio responsibility ensuring that pricing and price files are accurately maintained

Verify that the contract file repository is complete and maintained

Perform other duties as assigned
