Artemis is seeking a Contract Project Manager to provide overall management and quality assurance for a large-scale federal stakeholder engagement contract. The Contract Project Manager will be responsible for overseeing all task areas and serving as the primary interface with the Government. This individual will ensure deliverables are produced within scope, schedule, and cost while advancing the client's program objectives.

The Contract Project Manager is a self-starter, proactive problem-solver, and action-oriented team player with extensive experience leading teams on complex federal programs, business development, and process improvement efforts. This position requires an individual committed to superior client service, poised under pressure, with a positive and flexible attitude.

This is a contingent hire position.

Offers will be contingent upon client approval, ability to meet security requirements, and the ability to adhere to any on-site requirements (which may change at contract award).

Remote work is anticipated. However, occasional travel for client engagements may be required.

Primary Responsibilities
  • Manage and provide oversight of the entire contract across all task areas, ensuring deliverables meet scope, schedule, and cost.
  • Serve as the primary interface with the Government and attend weekly meetings to discuss program performance, issues, and upcoming initiatives.
  • Formulate and deliver action plans to correct identified issues and advance new initiatives.
  • Prepare and deliver quarterly Program Management Review presentations covering status, schedule, budget, risks, and stakeholder engagement.
  • Develop and manage integrated project schedules, plans, dashboards, metrics, and trackers using Government-defined tools (e.g., Microsoft Teams, Project, Office).
  • Define roles, responsibilities, schedules, and risk mitigation strategies; identify, prioritize, escalate, and mitigate risks using Confluence and Jira.
  • Produce and maintain the Project Management Plan, Project Milestone Roadmap, Staffing Plan, Knowledge Plan, Quarterly Activity Status Reports, and the monthly Resource Allocation Monthly Report.
  • Manage a centralized repository of program documentation, products, and deliverables.
  • Support security processing as the interface with the Government Office of the Chief Security Officer through the Contracting Officer's Representative on all physical, personnel, and information-security matters.
  • Perform quality assurance across the team's efforts and ensure adherence to Government standards, methodologies, configuration, and compliance requirements.
  • Develop and maintain staff onboarding materials and support meeting management, scheduling, and documentation (e.g., Integrated Project Teams, daily standups, weekly status).
  • Communicate and coordinate with teams and stakeholders to continuously improve products.
Minimum Qualifications
  • Minimum of 10 years of relevant experience leading teams engaged in project/program and stakeholder management, outreach, product marketing, business development, process improvement, training, requirements gathering, and website design and maintenance.
  • Bachelor's degree in a related field.
  • Project Management Professional (PMP) certification within six months of entry on duty, maintained through the duration of the contract.
  • Change management experience with a large IT organization and system (strongly preferred).
  • Proficiency with Confluence and Jira for task management and reporting.
  • Experience supporting complex projects and transformation efforts within the federal government.
  • Ability to obtain and maintain a DHS suitability/public trust determination.
  • Legal authorization to work in the U.S.
