Job Title: HCM Analytics & BI Developer Job Category: Information Technology Time Type: Full time Minimum Clearance Required to Start: None Employee Type: Regular Percentage of Travel Required: Up to 10% Type of Travel: Continental US * * * The Opportunity: CACI is seeking a Senior Consultant (HCM Analytics & BI Developer) to support a large-scale federal HCM modernization program. This enterprise initiative will deploy Oracle Fusion Cloud HCM as the unified human capital management platform for federal civilian employees. In this role, you will design, develop, and maintain the analytics and reporting ecosystem that delivers real-time workforce analytics, compliance reporting, and predictive insights.

You will work across Oracle Transactional Business Intelligence (OTBI), Oracle BI Publisher (BIP), Oracle Analytics Cloud (OAC), and HCM Extract to build executive dashboards, ad hoc reporting capabilities, org chart visualizations, and EHRI/GHRR data submissions. All reporting outputs must meet Section 508 accessibility standards. This position is primarily remote with up to 10% travel and is staffed at the Senior Consultant labor category.

This position is primarily remote; however, candidates may be required to report onsite in Reston as business needs arise. Responsibilities: Develop OTBI dashboards and workforce analytics (headcount, hiring metrics, turnover, demographics). Build BI Publisher reports for EHRI, GHRR, SF113, and agencyspecific requirements.

Create OAC dashboards using predictive and comparative analytics. Configure HCM Extracts for bulk data and downstream reporting systems. Deliver accessible (508/WCAGcompliant) reporting and data visualizations.

Collaborate with functional teams to translate HR analytics needs into reporting specifications. Support agencies with reporting templates, data transitions, and analytics training Qualifications: Required: US Citizenship is required and ability to obtain/maintain Public Trust. Bachelor's degree + 5 years relevant experience (or equivalent).

5+ years in BI development, analytics, or enterprise reporting. 3+ years with Oracle OTBI, BI Publisher, or similar enterprise BI tools. SQL proficiency with large HR/HCM data sets.

Experience building interactive dashboards and data visualizations. Understanding of workforce metrics (attrition, timetofill, span of control). Experience with Section 508/WCAG accessibility compliance.

Desired: Oracle Fusion HCM analytics/reporting experience (OTBI subject areas). OAC or BI Publisher certification. Federal HR analytics experience (EHRI, GHRR, DEIA, Human Capital Framework).

Predictive analytics experience (R, Python, OAC ML). Experience with HCM Extract and Oracle Cloud technologies (OIC/OCI). This position is contingent on funding and may not be filled immediately.
