Koniag IT Systems, LLC, a Koniag Government Services company, is seeking an ICAM Enablement Manager with a Secret security clearance to support KITS and our government customer. The position is remote.

KITS, a Koniag Government Services company, is seeking an experienced ICAM Enablement Manager to lead and support Identity, Credential, and Access Management (ICAM) initiatives for our government customers. The ideal candidate is a strategic thinker and collaborative leader with a strong background in cybersecurity and identity management, passionate about delivering secure, scalable solutions in complex federal environments.


The ICAM Enablement Manager will lead the planning, implementation, and management of Identity, Credential, and Access Management programs and solutions in support of federal government customers. This individual will serve as a subject matter expert and program leader, working closely with government stakeholders, security teams, and technical staff to ensure ICAM frameworks are effectively designed, deployed, and maintained.

 Principal responsibilities will include but are not limited to:

  • Oversee the day-to-day management and execution of ICAM program activities, ensuring alignment with federal policies, standards, and customer requirements.
  • Serve as the primary point of contact and subject matter expert for ICAM-related inquiries, issues, and escalations.
  • Lead the development and implementation of ICAM strategies, roadmaps, and governance frameworks in accordance with federal guidelines such as FICAM, NIST, and OMB directives.
  • Manage and coordinate cross-functional teams to deliver identity, credentialing, and access management capabilities across enterprise systems.
  • Collaborate with government stakeholders and program managers to define ICAM requirements and translate them into actionable technical solutions.
  • Oversee the integration of ICAM solutions with existing enterprise systems, including directories, Single Sign-On (SSO) platforms, and multi-factor authentication (MFA) tools.
  • Monitor and assess program performance, providing regular status updates, metrics, and reports to senior leadership and government stakeholders.
  • Ensure compliance with applicable federal cybersecurity frameworks, including FISMA, FedRAMP, NIST SP 800-53, and Zero Trust Architecture principles.
  • Identify risks, issues, and dependencies related to ICAM initiatives and develop mitigation strategies.
  • Support the development of ICAM-related policies, standard operating procedures, and technical documentation.
  • Provide guidance and mentorship to junior team members on ICAM best practices and emerging technologies.

Education and Experience:
Required:

  • Bachelor's degree in Cybersecurity, Information Technology, Computer Science, or a related field from an accredited college or university.
  • 7+ years of experience in Identity, Credential, and Access Management (ICAM) or related cybersecurity disciplines.
  • 3+ years of experience in a program management or leadership role supporting federal government IT programs.
  • Okta and SailPoint experience.

Required Skills and Competencies:

  • Exceptional communication skills in English – both written and oral – with the ability to communicate effectively with both technical and non-technical stakeholders, including senior government officials.
  • Strong knowledge of federal ICAM frameworks, including FICAM Roadmap, NIST SP 800-63, and OMB Memoranda related to identity management.
  • Demonstrated experience managing and implementing enterprise identity solutions, including SSO, MFA, and Privileged Access Management (PAM).
  • Experience with directory services such as Microsoft Active Directory and/or Azure Active Directory.
  • Working knowledge of identity federation protocols including SAML, OAuth2, and OpenID Connect (OIDC).
  • Familiarity with Zero Trust Architecture principles and their application to ICAM programs.
  • Experience with PIV/CAC credentialing and smart card authentication in federal environments.
  • Strong understanding of cybersecurity frameworks including NIST SP 800-53, FISMA, and FedRAMP.
  • Ability to develop and maintain ICAM program documentation including policies, procedures, and system security plans.
  • Proven ability to manage multiple priorities and deliver results in a fast-paced, deadline-driven environment.
  • Experience collaborating with cross-functional teams including security, IT operations, and application development.
  • Active Secret Clearance.

Desired Skills and Competencies:

  • Experience working in a federal civilian or Department of Defense (DoD) IT environment.
  • Familiarity with Privileged Access Management (PAM) tools such as CyberArk, BeyondTrust, or similar platforms.
  • Experience with cloud-based identity solutions such as Microsoft Azure AD, Okta, or Ping Identity.
  • Knowledge of ICAM governance and risk management practices.
  • Certified Information Systems Security Professional (CISSP).
  • Certified Identity and Access Manager (CIAM) or similar identity management certification.
  • Project Management Professional (PMP) or equivalent certification.
  • Experience supporting Zero Trust implementation programs within a federal environment.
  • Familiarity with Agile Development Methodology and DevSecOps practices.
