Position Summary
This vacancy is with the Multimodal Planning division within the Public Works Department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.
This position is part of Ramsey County's Enterprise Asset Management System team, currently embedded within Public Works. The team supports a vendor-hosted SaaS asset management system used by multiple County departments to manage assets such as signs, signals, roadways, stormwater and environmental assets, trees, buildings, parks, golf courses, fleet vehicles, and related infrastructure.
The Management Analyst, Senior will support departments that are already live in the system, including Fleet, Property Management, Parks and Recreation, and Public Works Sign Shop and Signals. The position will also support future implementation efforts, including the planned Public Works Roadway and Environmental implementation beginning in Q3 2026 with a target go-live in Q1 2027.
This role will assist with business process analysis, implementation planning, user support, workflow development, reporting, data quality, system enhancements, and coordination between departments, technical partners, and end users. The position requires strong analytical, communication, project coordination, and problem-solving skills in a cross-departmental environment.
A successful candidate will be able to translate department business needs into practical system workflows, support users after go-live, and help maintain reliable asset and work management data across the County.
Job Description Basic Functions
To analyze and evaluate, design and implement solutions, programs, methods, and procedures, in order to increase the efficiency of departmental operations and improve the quality and accessibility of business functions, information and processes; to act as project leader on designated management analysis projects; to design methods of data transfer and manipulation and to design and create reports from this data; and to perform related duties as assigned. This is the advanced specialist/lead worker class in this class series. Duties represent highly complex and sensitive management analysis functions which tend to impact major units of a large department or the activities of more than one county department. In addition, employees in this class may function as lead workers and project leaders on such projects; and perform related duties as assigned.

Flexible Workplace:
This position is identified under the designation of 'flex work eligible', meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Examples of Work Performed
  1. Work closely with subject matter experts (SME's) to gain an understanding of the department's operations, business functions; measurement and data; analyze operational systems, programs, methods and procedures by obtaining and discussing relevant information with affected parties researching problems, preparing necessary documentation and applying other appropriate analytical methods in order to develop the information needed to evaluate current operations, determine if existing processes could be enhanced, or to identify operational needs.
  2. Evaluate on a continuous basis the results of analyses to be used by the department to ensure they meet business needs by identifying redundancies, unnecessary or wasteful procedures, inappropriate methods, inefficient equipment and defining other procedural or operational problems in order to develop plans for revising or creating new systems.
  3. Analyze requirements for and design methods of transfer and manipulation of electronic data; prepare reports on the analysis, evaluation, design or implementation of systems as required; build, run and modify reports to be used with query or other tools. This may include data mining of internal and external databases.
  4. Design new or improved solutions by establishing a time frame for a scoping phase, design concept or project to be completed, setting priorities for work to be done including proposing work distribution plans, investigating and determining the feasibility of changing procedures through the use of electronic or other means, and/or developing other plans to revise or create new solutions of maximal efficiency; conduct applications testing and prepare and present information appropriately to affected parties.
  5. Implement plans for new or revised systems or solutions by planning, scheduling and coordinating related activities, which may include managing system access and backup to lie of business applications; may act as system administrator for line-of-business applications.
  6. Identify and coordinate department training needs, develop and update training plans and curricula; plan and execute recurring training programs for new and current employees, ensuring preparation and update of training guides and job aids occur.
  7. Act as project leader on designated projects by directing and coordinating the activities of other staff involved in analysis, evaluation, design and implementation.

Minimum Qualifications
Education: Bachelor's degree in Public Administration, Business Management, Business Administration, Management Information Systems, or a related field.
Experience: Four (4) years of experience in management analysis or related analytical experience.
Substitution: Equivalent combination of education and related experience.
Certifications/Licensure: Valid class D driver's license required depending on assignment.
Exam/Screening Process Information
The examination process will consist of the following section with each section weighted as indicated:
  • Training and Experience Rating = 100%

The examination for Senior Management Analyst. will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions -do not mark "see resume" or "see work history" as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.
Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Senior Management Analyst. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 30 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted.
Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
