Summary
The position is located in the Office of Human Resources which provides a comprehensive program that covers position management and classification, personnel staffing and recruitment, pay administration, compensation and benefits, performance management, labor and employee relations, and retirements.

Duties
Help
Provides technical support in maintaining and ensuring the accuracy of employee and position data in the National Finance Center personnel/payroll system.
Applies a working knowledge of Human Resources rules, procedures, and standardized methods to support staffing, payroll, benefits and personnel processing activities.
Codes and processes personnel and payroll actions; reviews submitted actions for accuracy and completeness.
Computes service computation dates, calculates pay and determines salary, processes employee awards, and provides employment verifications.
Monitors error and suspense reports, identifies discrepancies, and initiates corrective actions or elevates issues to HR Specialists as needed.
Verifies personnel actions for accuracy, resolves routine processing issues, and uploads and maintains documents within the Electronic Official Personnel Folder.
Requests and reviews prior federal service records from former agencies and the Personnel Records Center to ensure completeness and accuracy.
Assists with the job offer and onboarding process, including preparing offer documents, coordinating and conducting new employee orientation, and supporting employee benefits and payroll processing.
Reviews organizational, position, and incumbent data reports and initiates updates to ensure position and employee information remains accurate and current.
Responds to routine employee and supervisor inquiries related to personnel data, HR systems, and processing requirements; refers complex issues to HR Specialists.

Qualifications
You may qualify at the GS-06 level, if you fulfill one of the following qualification requirements:
One year of specialized experience equivalent to the GS-05 grade level in the Federal service performing clerical or technical support duties in a Human Resources office. Specialized experience includes processing personnel actions in an automated HR system, reviewing HR documents for accuracy; assisting with onboarding tasks such as coordinating new hire paperwork and orientation; maintaining personnel records and databases; and responding to routine benefits and payroll inquiries.
You may qualify at the GS-07 level, if you fulfill one of the following qualification requirements:
A. One year of specialized experience equivalent to the GS-06 grade level in the Federal service performing technical HR support work. Specialized experience includes processing personnel and payroll actions, reviewing requests for compliance and accuracy; conducting new employee orientation; calculating salary determinations; updating HR data and correcting errors; providing information on the employee benefits program and process benefit enrollments and changes; providing technical assistance on HR systems and personnel data; and responding to routine benefits and payroll inquiries and identifying discrepancies. OR
B. SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the GS-7 level may be met by completion of one (1) year of graduate level education (18 semester/27 quarter hours) in a position-related field of human resources management. If you would like to use your education to qualify for this position, you must provide an unofficial transcript with the application.
Successful applicants for this position must be able to type at least 40 words per minute.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.
To be eligible for the GS-06 position, applicants must have served 52 weeks as a GS-05 or higher in the Federal service.
To be eligible for the GS-07 position, applicants must have served 52 weeks as a GS-06 or higher in the Federal service.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
