Summary
This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), IBC Human Resources Directorate. The incumbent will be responsible for providing support to HR Specialist(s) and advice and assistance to managers, supervisors, and employees regarding recruitment and placement.

Help
  • Provides support to HR Specialist and assistance to supervisors and employees on a wide variety of human resources services including, staffing and recruitment and personnel action processing.
  • Participates in the development and issuance of vacancy announcements into an automated staffing system in accordance with federal regulations, agency policies and internal office procedures.
  • Determines applicant qualifications and appointment eligibility and issues selection certificates in accordance with the appropriate regulations, policies and procedures.
  • Interprets and applies a variety of regulatory and policy guidance in order to process the full range of personnel actions in an automated personnel/payroll system.
  • Conducts in-processing of new employees via an automated on-boarding system to include issuing appointment/information documents and obtaining appointment documents.
  • Ensures appointment documents are completed correctly and processes the documents in the automated personnel/payroll system.

  • Suitable for Federal employment, determined by background investigation. Must obtain and maintain a favorable background investigation through Continuous Vetting throughout the duration of employment. All employees are required to be enrolled in Continuous Vetting, which authorizes government agencies to receive notifications of criminal activity and financial monitoring on individuals who hold low risk, public trust, or national security positions.
  • Direct Deposit of pay is required.
  • Selective Service registration required for male applicants, unless exempt.

Stipulations of Employment:
As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period or 1 or 2-year trial period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider:

  • The needs and interests of the agency;
  • Whether your continued employment would advance the organizational goals of the agency or the Government; and
  • Whether your continued employment would advance the efficiency of the Federal service.

Qualifications
At the GS-06, you must meet one of the following qualifications:
One year of specialized experience equivalent to at least the GS-05 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position is experience in processing routine personnel and payroll actions, reviewing new hire forms, in-processing/onboarding new hires, and answering routine HR related inquiries.
At the GS-07, you must meet one of the following qualifications:
One year of specialized experience equivalent to at least the GS-06 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position is experience in processing a variety of personnel actions, assisting in the preparation and issuance of vacancy announcements, answering customer questions related to recruitment and providing information to others on a variety of HR topics.
At the GS-08, you must meet one of the following qualifications:
One year of specialized experience equivalent to at least the GS-07 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position is experience in processing complex personnel actions and resolving errors of incorrect data, timely responding and resolving complex questions regarding employee benefits and processing related forms determining eligibility requirements related to benefits and retirement programs.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
