Job Summary:

Reporting to the Accounting Manager, the Accountant II position performs professional accounting work involving the practical application of accounting principles, theories, and concepts beyond entry-level tasks. This position will perform day-to-day grant accounting and financial management activities for the Rural Health Workforce Development and Training Program (RHTP) administered by the Office of Economic Opportunity (OEO) under subaward from AHCCCS. The position is grant-funded and employment is contingent upon the availability of funding.

Arizona's Rural Health Transformation Program is supported by the Centers for Medicare & Medicaid Services (CMS) of the U.S. Department of Health and Human Services (HHS) as a part of a financial assistance award totaling $166,988,955.92 with 100 percent funded by CMS/HHS. The contents are those of the author(s) and do not necessarily represent the official views of, nor endorsement, by CMS/HHS, or the U.S. Government.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. The State of Arizona strives for a work culture that affords employees flexibility, autonomy, and trust. Across our many agencies, boards, and commissions, many State employees participate in the State's Remote Work Program and are able to work remotely in their homes, in offices, and in hoteling spaces. All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance.

Job Duties:

Accounting Operations & Analysis:
Track and analyze expenditures across all RHTP components, including rural education and training expansion, financial incentives for rural practice, provider upskilling and residency support, training capacity grants, and the Arizona Healthcare Workforce Project and Rural Innovation Learning Network.
Review and analyze fiscal transactions including billings, invoices, payments, payroll, and other financial documents for accuracy and compliance.
Examine financial statements and accounting records for completeness, accuracy, and conformance with GAAP and other applicable requirements.
Reconcile financial reports and accounting data, identifying discrepancies and resolving routine issues.
Maintain agency ledgers and accounting records, ensuring timely and accurate posting of transactions.
Apply accounting principles to assigned systems or functions with increasing independence.
Fiscal Management & Controls:
Support effective fiscal management by analyzing and evaluating accounting and reporting systems, procedures, and methods.
Support financial aspects of Requests for Grant Applications (RGAs), Requests for Proposals (RFPs), subawards, and contracts, including budget review and financial compliance checks.
Support internal control structures through review of reconciliations, documentation, and transaction processing.
Monitor compliance with agency policies, federal regulations, and state requirements.
Identify potential accounting or control issues and elevate recommendations to supervisors as appropriate.
Budgeting & Financial Reporting:
Participate in budget development and monitoring activities for assigned programs or funding sources.
Monitor grant and contract budgets, encumbrances, and burn rates; identify potential funding issues and notify the Accountant III or supervisor.
Review and monitor expenditures to ensure spending does not exceed authorized budget authority.
Prepare financial reports, schedules, and supporting documentation for RHTP program reporting, audits, and monitoring activities.
Prepare routine and moderately complex financial reports summarizing transactions and account status.
Compile financial data and supporting schedules for audits, management review, or external reporting.
Automated Systems & Process Support:
Utilize automated accounting systems and applications to retrieve, analyze, and validate financial data.
Track revenues and expenditures and analyze contract or grant financial status.
Assist in maintaining charts of accounts and accounting structures within financial systems.
Assist with updates to accounting procedures and documentation as processes change.
Collaboration & Professional Development:
Work collaboratively with program staff, vendors, and other stakeholders to resolve accounting issues.
Respond to routine inquiries regarding accounting transactions, policies, and procedures.
Continue professional development through training and increased responsibility in accounting functions. Perform related duties as assigned.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
Accounting principles and practices and the analysis of financial data
Generally Accepted Accounting Principles (GAAP) and government accounting concepts
Internal controls and fiscal management practices
Skill in:
Use of automated accounting and financial systems
Ability to:
Analyze financial records and resolve routine discrepancies
Prepare accurate and timely financial reports
Communicate effectively and work collaboratively with others
Manage multiple priorities and meet deadlines

Selective Preference(s):

Experience with government accounting, grant-funded programs, or public-sector financial reporting is preferred.
