Job description

Job Summary
The recruiter is responsible for the sourcing, recruitment, and selection of new employees and internal applicants for assigned areas of responsibility (a region of the Company). These responsibilities include job requisition creation, job postings, applicant sourcing, screenings, interview scheduling, applicant communications, background screening coordination, offer development (in collaboration with hiring managers and human resources), offer acceptance, and requisition completion. This individual will establish excellent working relationships with managers, regional leadership and HR business partners to proactively manage vacancies and provide managers with guidance and communication throughout the entire recruitment to offer process.
Essential Functions
Manage Recruiting Process - Create and close job requisitions and job postings, collaborate with HR staff to understand hiring needs, update job descriptions, communicate with job applicants.
Sourcing
  Develops and executes on candidate generation strategies through the use of the applicant tracking system and other methods for all positions
  Creates and maintains inventory of candidates
Screening
  Reviews all resumes submitted
  Screens applicants using various methods determine the most qualified applicants
  Forwards pre-screened resumes to hiring managers
  Discusses the applicant's qualifications and experience with the hiring manager
Interviewing/ Offer Negotiation
  Participates in the selection of the interview panel and is the facilitator in guiding the panel towards resolution of the hiring recommendations, when requested
  Conducts internal equity research for offers, promotions, and transfers to make appropriate salary recommendations
  Assists Human Resources and the hiring manager in developing the compensation package
  Works with the manager in conducting reference checks
  Presents and negotiates the job offer.
Acts as a resource to other staff in the following areas:
  Understanding of governmental regulations, court decisions, professional recruitment standards and practices as well as processes and practices related to EEO/AAP and OFCCP
  Understands specific regions' recruiting goals and expectations related to Affirmative Action Planning compliance
  Legalities and ethics of recruitment
  Needs analysis; job analysis, recruitment plan development for region
  Position specific recruitment planning
  Resume/candidate evaluation
  Sourcing techniques
  Interviewing techniques
  Matching position to best candidate background

Bachelors degree in relevant subject or equivalent experience and/or training preferred.
Experience
Minimum of two years experience in Human Resources Generalist or Recruiting role.
Industry, construction, mining aggregate or related recruiting experience a plus.
Experience working with Taleo or Oracle Recruiting - applicant tracking system.
