Job Description Summary
Eastern Oregon University is seeking an Admissions Counselor - IRIS Grant to support outreach, recruitment, family engagement, and college access initiatives for immigrant and refugee students across Eastern Oregon. This grant-funded position is housed within the Office of Admissions and reports directly to the Director of Admissions. Serving as a key representative of EOU, the Admissions Counselor helps students and families navigate the path to higher education from middle school through college enrollment.
The position implements outreach, recruitment, family engagement, college navigation, and postsecondary transition activities outlined in Eastern Oregon University's Immigrant and Refugee Initiative for Success (IRIS) grant. The Admissions Counselor supports EOU's enrollment goals by building and sustaining culturally responsive pathways that increase access to higher education for immigrant and refugee students from elementary and secondary education through postsecondary enrollment.
Working collaboratively with campus and community partners, the Admissions Counselor serves as a primary point of contact for students and families participating in IRIS programming. The position advises students and families on college readiness, admissions, financial aid, and enrollment processes; coordinates and delivers grant-supported outreach and engagement activities; develops partnerships with schools and community organizations; and tracks student participation and outcomes to support both grant objectives and university enrollment priorities.
This is a full-time, limited-duration position that is contingent upon continued grant funding.
Responsibilities
  • Represent Eastern Oregon University to prospective students, families, schools, and community organizations throughout the IRIS service region.
  • Advise and counsel students and families regarding admissions requirements, academic opportunities, financial aid, scholarships, dual credit pathways, and enrollment processes.
  • Plan, coordinate, and facilitate college access programming, including workshops, family engagement events, Exploration Days, Summer Institutes, and postsecondary transition activities.
  • Build and sustain collaborative relationships with school districts, educators, community-based organizations, and culturally specific partners serving immigrant and refugee communities.
  • Deliver culturally responsive outreach and support services that reduce barriers related to language, geography, transportation, and access to information.
  • Maintain accurate records of student interactions, event participation, outreach efforts, admissions progress, and grant-related outcomes using university systems and software.
  • Assist with data collection, reporting, and documentation required for grant compliance and assessment.
  • Collaborate with campus partners, including Admissions, Strategic Equity Initiatives, MOSAIC, TRIO, Early College Initiatives, and other student support programs.
  • Present to large and small audiences and participate in recruitment events, school visits, and community outreach activities.
  • Support additional admissions initiatives and special projects that align with university enrollment goals and grant objectives.

Minimum Qualifications
Education
  • Bachelor's degree from an accredited college or university.

Experience
At least one (1) year of experience in the following categories:
Student Services / Admissions / Outreach
  • Experience directly related to student services, college access, admissions, recruitment, outreach, or related educational programming.
  • Experience working with middle school students, high school students, families, and/or underrepresented or multilingual student populations.
  • Demonstrated experience supporting outreach or programming for diverse, first-generation, immigrant, refugee, multilingual, rural, or underserved students and families.
  • Understanding of the recruitment cycle and admissions funnel, including the ability to help students move from exploration to application, admission, and enrollment.

Communication / Relationships
  • Demonstrated strong written and oral communication skills and the ability to speak before large and small groups in a variety of settings.
  • Excellent one-on-one communication skills in person, over the phone, and through email and text-based outreach.
  • Demonstrated ability to communicate effectively with individuals from diverse cultural, linguistic, and economic backgrounds and to build trust with students, families, school personnel, and community partners.

Systems / Data / Reporting
  • Familiarity with computing systems and software used for student recruitment, communication tracking, program coordination, or data collection.
  • Demonstrated computer skills including proficiency with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.
  • Ability to maintain accurate records, document participation and outreach, and support reporting tied to grant milestones and outcomes.

Collaboration / Organization
  • Must be able to work in a team environment and be self-motivated.
  • Possess strong organizational skills and be able to work on multiple tasks concurrently.
  • Ability to coordinate events, outreach, travel, communication, and follow-up across a large rural service region.
  • Ability to work effectively with campus and community partners while maintaining the primary operational home of the position in Admissions.

  • Must satisfactorily complete EOU criminal and credential background check. Having a criminal history is not an automatic bar to employment.
  • In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire. Eastern Oregon University will not sponsor applicants for employment visas.

Preferred Qualifications
Education
  • Master's degree from an accredited college or university.
  • Proficiency in Spanish or another language that serves the communities outlined in the grant.

ExperienceAt least one (1) year of experience in the following categories:
Immigrant/Refugee Student Support or College Access Programming
  • Experience working directly with immigrant, refugee, newcomer, multilingual, rural, or first-generation students and families in educational or community settings.

Culturally Responsive / Trauma-Informed Practice
  • Demonstrated experience with culturally responsive engagement, equity-minded student support, trauma-informed practice, multilingual outreach, or community-based partnership work.
