We are excited for the opportunity to bring aboard highly motivated and energetic individuals to join our teams. Currently, we are seeking a Technical Recruiter - Business Development and Capture. This role supports our corporate team in Lexington Park, MD.
Job Description and Responsibilities:
The Technical Recruiter - Business Development and Capture supports growth initiatives by identifying, recruiting, and maintaining relationships with highly qualified candidates aligned to current and future government contract opportunities. This role partners closely with Business Development, Capture Managers, Proposal Teams, and Hiring Managers to build talent pipelines for upcoming bids, recompetes, and awarded contracts within the Department of Defense (DoD) sector.The ideal candidate understands federal contracting, proposal timelines, labor category requirements, security clearances, and the importance of recruiting in support of capture and growth strategies.
Partner with Business Development and Capture teams to support strategic growth initiatives and proposal efforts.
Develop and maintain pipelines of cleared and qualified candidates for current and future contract opportunities.
Recruit for positions supporting DoD, federal civilian, and intelligence community programs.
Source candidates using job boards, LinkedIn, networking, referrals, industry events, and internal databases.
Conduct candidate screenings and interviews to assess qualifications, technical capabilities, clearance eligibility, and cultural fit.
Maintain relationships with passive candidates and incumbent personnel for recompete opportunities.
Support proposal efforts by providing recruiting data, candidate availability, letters of intent (LOIs), resumes, and staffing plans.
Coordinate with hiring managers to understand labor categories, contract requirements, and staffing priorities.
Track recruiting metrics, pipeline activity, and proposal staffing status.
Ensure compliance with OFCCP, EEO, affirmative action, and federal hiring regulations.
Assist with onboarding and transition activities for newly awarded contracts.
Attend hiring events, career fairs, industry conferences, and networking events focused on cleared professionals and veterans.
Maintain accurate records in applicant tracking systems (ATS) and recruiting databases.
Basic Requirements:

3+ years of recruiting experience, preferably supporting government contractors or DoD programs.
Experience recruiting for cleared positions and understanding of security clearance requirements.
Knowledge of federal contracting environments, labor categories, and proposal/capture processes.
Strong sourcing and networking skills for hard-to-fill technical and cleared roles.
Experience using ATS platforms and recruiting tools such as LinkedIn Recruiter, ClearanceJobs, or Indeed.
Excellent verbal and written communication skills.
Ability to manage multiple priorities in a fast-paced, deadline-driven environment.
Strong organizational and relationship-building skills.
Education Requirements: Bachelor's degree in Human Resources, Business Administration, or related field preferred.

Security Clearance: Secret or above (must be a US Citizen). Candidates who are willing to obtain a clearance will be considered.

Telework and Travel: Hybrid. Preferred candidate will be within commuting distance of Lexington Park, MD. < 20% travel required.

Contract: This is an internal (corporate) role.
