Job description
Summary The incumbent serves as a Records and Information Management (RIM) Specialist within WHS/ESD/R&DD. The division is responsible for developing and implementing policies that govern Records Management, FOIA, and Prepublication and Security Review services for the Immediate Offices of the Secretary and Deputy Secretary of War, OSW Components, Defense Agencies, and DoW Field Activities. Responsibilities Incumbent typical work assignments may include the following: Develops long-range objectives, policies, and feasibility studies to direct and manage the organization's Records and Information Management (RIM) program across the entire records lifecycle (creation, maintenance, safeguarding, and final disposition). Supports comprehensive reviews, risk assessments, and compliance evaluations of manual and automated recordkeeping systems to ensure adherence to Federal statutes and departmental policies. Leads initiatives to modernize records management functions, collaborating directly with IT, CDAO, and CIO offices to manage the transition from paper to electronic records and implement compliant electronic recordkeeping applications. Utilizes records management systems to collect data, analyze metrics, and produce complex analytical reports, presenting authoritative recommendations to leadership to improve operational efficiency. Serve as a RIM subject matter authority, when tasked represent the OSW RIM Program on records issues, providing expert guidance to records liaisons, and developing and conducting records management training across the organization. Requirements Conditions of Employment Qualifications In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates experience: Leading information governance structures and system migration to ensure compliance with legal, regulatory, and security requirements; and Serving as a senior records manager, records policy lead, or information governance officer, responsible for developing, evaluating and implementing national or agency-wide Records and Information (RIM) policies; and Designing and leading formal records management compliance evaluations, audits, or Staff Assistance Visits (SAVs) across multiple organizational offices to assess program maturity and audit readiness. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
