ASSIGNMENT
POSITION
The Rowland Unified School District is seeking an outstanding individual to assume the responsibilities of Purchasing Manager. This is a one-position management-level exempt classification assigned, five (5) days per week, twelve (12) months per year. An eligibility list is being established to fill the current vacancy.

SUMMARY OF DUTIES
Under the general direction of the Assistant Superintendent of Administrative Services, plans, organizes, coordinates, and manages the operations of the Purchasing Department, including oversight of warehouse, mail, and reprographic services for the District; implements District-wide purchasing activities, contract administration, bid processes, purchase requisitions, vendor relations, and related procurement functions; ensures purchasing activities are carried out in accordance with applicable State and Federal laws, Education Code provisions, Public Contract Code requirements, District policies, and established procedures; coordinates the development of public works contracts; implements and maintains systems and procedures for the effective operation of assigned functions; provides technical and operational support to school sites, departments, and District administration regarding purchasing needs, specifications, procurement procedures, and related support services.
DISTINGUISHING CHARACTERISTICS
The Purchasing Manager focuses on operational execution, staff supervision, and program-level contract management within established policy. The Purchasing Manager is distinguished from the Purchasing Supervisor in that the Manager exercises independent judgment on complex procurement matters, directly supervises the supervisor and their staff, and manages the full procurement cycle from requisition approval to contract execution and performance monitoring. The Purchasing Supervisor coordinates day-to-day workflow and acts as a working lead, while the Purchasing Manager is responsible for outcomes, compliance reporting, and vendor relationship management.

EMPLOYMENT REQUIREMENTS
EMPLOYMENT STANDARDS
EDUCATION: Graduation from a recognized college or university with a Bachelor's degree in business, finance, accounting, public administration, or a related field. An additional two years of public agency experience, in addition to the required experience indicated below, may be substituted for the required college education on a year-for-year basis.
EXPERIENCE: Four (4) years of progressively responsible purchasing or procurement experience, including at least two years in a lead or supervisory capacity in a public agency setting. Experience with formal and informal bidding processes, vendor relations, and public-sector procurement is highly desirable.

LICENSE/LANGUAGE REQUIREMENTS: A valid, Class C, California Driver License and a good driving record is required and must be maintained during employment. The use of a private automobile will be required.
WORK ENVIRONMENT: Employees in this classification work both inside and outside, primarily inside an office environment, with frequent interruptions, changing priorities, and short deadlines. They will be required to drive an automobile to conduct work and have direct contact with the public, vendors, and other District staff, with a high volume of work and tight deadlines.
PHYSICAL REQUIREMENTS: Employees in this classification stand, sit, walk, push/pull, lift, and carry up to 15 pounds, climb stairs, stoop/bend, kneel, crouch, twist or apply pressure with wrists or hands, use both hands simultaneously, use fingers repetitively, use wrists or hands repetitively in a twisting motion or while applying pressure, use both hands simultaneously, have manual dexterity to operate a keyboard, have rapid mental/muscular coordination, speak clearly, hear normal voice conversation, have depth perception, color vision/distinguish shades, see small details, will be required to drive an automobile to conduct work, use a computer, and telephone.
EXAMINATION
OPEN / PROMOTIONAL WITH DUAL CERTIFICATION

PROOF OF EDUCATION
If you received your education outside of the United States, you must have your degree/transcripts evaluated by a transcript evaluation service that certifies that your degree meets the United States equivalent for it to be considered. ADVANCED SALARY STEP PLACEMENT:
New employees are normally placed at Step A of the appropriate salary range for this classification. If the hiring authority recommends advanced salary step placement to the Personnel Commission, the new employee's eligibility will be determined in accordance with Personnel Commission Rule 17.2.1. The Personnel Commission shall have final approval on any advanced salary step placement recommendations. Contact the Personnel Commission office for further information if you are hired. Advanced salary placement is only available to employees upon their initial hire.
APPOINTMENT:
Candidates who pass all hurdles of the testing process will be placed on an eligibility list in rank order based on final scores including any veteran's / seniority credit. The top three ranks of eligibles who are ready and willing to accept the position shall be referred to the hiring administrator for interview. The eligibility list will be established for six months.. All new employees are subject to passing a physical examination, tuberculosis test, background review and must provide satisfactory evidence of authorization to work in the United States. Employment start date is contingent upon fingerprinting and criminal background clearance.
In accordance with Education Code Section 45301, an employee appointed to this class must serve a probationary period of one year during which time the employee must demonstrate an overall satisfactory performance. No employee shall attain permanent status in the classified service until s/he has completed a probationary period in a class. An employee may be released at any time during the probationary period. This classification is designated at the management level.
PROCESSING FEE:
New employees will be charged a processing fee (approximately $64) for the cost of fingerprinting. This fee must be paid at the time of processing appointment, with a MONEY ORDER ONLY, payable to RUSD.
VETERANS CREDIT
For entry level classes, veterans with thirty (30) days or more of active service (during a time of war or national emergency) who obtain a passing score shall be allowed an additional credit of five (5) points and disabled veterans receive ten (10) additional points. Entry-level positions are defined as all positions within the classified service when the eligible is first employed by the District, except for positions designated management or senior management. Veterans must supply a copy of their Form DD214 along with their application in order to receive such credit. Veterans credit can only be applied once, upon initial hire
VACATION
Management level employees earn twenty-four (24) vacation days per year. A maximum of eight (8) days per year are allowed to be banked, not to exceed a total of forty (40) days.
HOLIDAYS
For twelve month employees, fifteen (15) paid holidays are earned each year. The District provides two (2) floating holidays per fiscal year and new employees may use these days upon completion of probation.
SICK LEAVE
One (1) day of sick leave is earned for each full month of service which may be accumulated from year to year.

EDUCATIONAL STIPEND
Effective July 1, 2023, all classified Confidential/Supervisory and Classified Management employees who hold a Bachelors or Masters degree in excess of the minimum educational level required for their position shall be provided with one annual stipend which shall be provided as follows:
  • Bachelors Degree: $500 annually or
  • Masters Degree: $1000 annually
