Job description

The PSM Manager is the company's subject matter expert and primary leader for Process Safety Management (PSM) programs and related Process Safety Information (PSI) in the context of design-build industrial ammonia refrigeration projects. This role ensures that all construction installations comply with OSHA PSM (29 CFR 1910.119), EPA RMP, IIAR standards, and other regulatory requirements for ammonia refrigeration systems.

The PSM Manager oversees the development, implementation, and maintenance of PSM elements during project execution, including PSI documentation, hazard analysis integration, mechanical integrity protocols, and pre-startup safety reviews. Additionally, the PSM Lead manages the Quality Control team, whose members travel to active jobsites to perform audits and inspections, verifying that refrigeration systems, components, and equipment are installed in accordance with approved designs, drawings, specifications, and safety standards.

This position works in close collaboration with Refrigeration Engineers, Project Managers, Drafting team members, Field Operations, Controls, and Service teams to integrate PSM and quality requirements into project design, planning, execution, and handover-ensuring safe, compliant, and high-quality project delivery while minimizing risks to personnel, clients, and the environment.

Responsibilities:

  • Lead the company's PSM program for construction projects, including development, implementation, and continuous improvement of PSM elements applicable to ammonia refrigeration installations (e.g., Process Hazard Analysis support, Operating Procedures integration, Mechanical Integrity, Hot Work Permits, Management of Change, Pre-Startup Safety Review, and Compliance Audits).
  • Oversee the creation, organization, and maintenance of accurate Process Safety Information (PSI) packages during project phases, including P&IDs, equipment datasheets, relief valve calculations, piping specifications, material safety data, and design basis documentation.
  • Manage and mentor the Quality Control team (QC Auditors/Inspectors), directing field audits, inspections, and quality verification activities at active jobsites to confirm installations meet engineering designs, codes (e.g., IIAR, ASME, NEC), client specifications, and PSM requirements.
  • Conduct or coordinate on-site quality and PSM compliance audits, identify deviations or non-conformances, issue corrective actions, and track resolution through project closeout.
  • Collaborate closely with Refrigeration Engineers and Drafting teams to ensure PSM and safety considerations are embedded in system designs, drawings, and specifications from the outset.
  • Partner with Project Managers to integrate PSM requirements into project schedules, risk registers, subcontractor scopes, and change management processes.
  • Support Pre-Startup Safety Reviews (PSSR), mechanical integrity inspections, and handover documentation to facilitate smooth transition to client operations and ongoing PSM/RMP compliance.
  • Drive training and awareness programs for internal teams (project, field, drafting, engineering) on PSM elements, ammonia safety, quality standards, and regulatory compliance.
  • Lead or participate in incident investigations, root cause analyses, and lessons learned related to PSM or quality issues during construction.
  • Stay current on evolving regulations (OSHA, EPA, IIAR updates), industry best practices, and emerging ammonia safety technologies; recommend program enhancements.
  • Represent Preston Refrigeration in client PSM-related discussions, regulatory interactions, and third-party audits as needed.
  • Develop and manage PSM/Quality departmental metrics, reporting, and continuous improvement initiatives to enhance safety performance and installation quality.

Requirements

  • Bachelor's degree in Mechanical Engineering, Chemical Engineering, Safety Engineering, Industrial Technology, or a related field; advanced degree or professional certification preferred.
  • 8–12+ years of progressive experience in Process Safety Management, ammonia refrigeration, or industrial compliance, with at least 4–6 years in a leadership or specialist role.
  • In-depth knowledge of OSHA PSM (29 CFR 1910.119), EPA RMP, IIAR standards (e.g., IIAR-2, IIAR-4, IIAR-5), ANSI/ASME codes, and ammonia refrigeration system safety requirements.
  • Proven experience developing and implementing PSM programs, managing PSI documentation, and conducting PHA/PSSR activities in industrial settings.
  • Strong background in quality control/inspection for industrial construction, preferably in refrigeration, piping, or process equipment installations.
  • Excellent leadership, communication, and collaboration skills with the ability to influence cross-functional teams and interface with clients, regulators, and field personnel.
  • Proficiency with relevant software/tools (e.g., PHA software, document management systems, AutoCAD/Revit for PSI review, audit tracking platforms).
  • Willingness and ability to travel to jobsites (up to 40–50% as needed for audits and oversight).

Preferred Qualifications

  • RETA (Refrigerating Engineers and Technicians Association) certifications (e.g., CARO, CIRO) or equivalent ammonia refrigeration credentials.
  • Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or similar safety designation.
  • Experience in design-build contractor environments for food & beverage, cold storage, or meat processing facilities.
  • Familiarity with quality management systems (e.g., ISO 9001 principles) and field auditing practices.
  • Track record of leading successful PSM compliance audits or third-party verifications.
