Summary
The Contracts Specialist Level 2 is responsible for conducting procurements related to the MTA's Capital Program. This role includes supporting the award of $1B in consulting contracts each year. The Contracts Specialist Level 2 title is the second level in the Contracts Specialist series.
Responsibilities
Under the guidance of managers, provides support to the Contracting Services division to facilitate the procurement and award of consulting contracts, including requests for proposals for design, project management consultant, and staffing contracts.
Creates contract files and ensures that they appropriately document the procurement and decision-making process to promote the efficient operation of the Contracts Department.
Provide status updates on the relevant tasks and activities to senior management as required.
Education and Experience
Bachelor's degree in Business Administration, Public Administration, Engineering, Finance, Government Contracting or a related field.
Minimum of three (3) years related experience in contracts and procurement.
Competencies:
Basic knowledge of procurement principles and procurement processes.
Basic knowledge of contract terminology, terms, and conditions.
Familiarity and experience with relevant local, state, and federal laws, including federal and state procurement laws, rules, and regulations.
Strong interpersonal, analytical, problem-solving, organizational, negotiation, and communication skills (oral and written).
Advanced knowledge and use of Microsoft Office Suite and document management software.

Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
