About Family Services of America Family Services of America (FSA) is a CARF-accredited behavioral health and child welfare organization in Fayetteville, NC, with 14+ years of trauma-informed, evidence-based care (TFTC, SPARCS, TF-CBT). FSA operates the Journey to Home Long-Term Foster Care (LTFC) Program, an ORR-funded program providing foster care placement and wraparound services for children in care. The Opportunity The Prevention of Sexual Abuse (PSA) Compliance Manager manages implementation of and ongoing compliance with 45 CFR Part 411 and ORR sexual abuse and harassment policies for FSA’s ORR Long-Term Foster Care (LTFC) Program. The role provides child-facing services on-site and is maintained at a minimum 50:1 ratio. This is an ORR key personnel position requiring prior credential approval. Please note: This is a grant-funded, term-limited position for up to three years, aligned to the ORR grant cycle. Continuation is contingent on grant funding. Duties and Responsibilities Oversee implementation and ongoing compliance with the Interim Final Rules standards at the program, to prevent, detect, and respond to Sexual Abuse and Sexual Harassment. Provide child-facing services on-site, ensuring children understand their rights and reporting options regarding sexual abuse and harassment. Develop policies and procedures related to Prevention of Sexual Abuse (PSA). Collaborate with Training positions to develop content and train all staff on PSA procedures, policies and best practices for PSA. Create age-appropriate orientation material describing children's rights related to PSA Lead and coordinate reporting process and follow-up with state and local officials for investigations. Complete facility walkthroughs as required by funder's licensing to assess the facilities, homes and staff where children are cared for to assure best PSA practices are in place. Liaise with ORR's PSA Coordinator, the designated FFS, and the designated PO to implement the IFR into internal program policy. Ensure compliance with the standards implemented with the Quality Assurance positions. Serve as the point of contact for ORR's PSA Coordinator regarding matters related to PSA standards and respond to all requests. Assist in fostering a facility climate which condemns sexual abuse and provides victims with sensitive care, resources and support. Assist in the reporting and maintain documentation of incidents related to sexual abuse, sexual harassment, inappropriate sexual behavior etc, including assuring proper accountability is reported and enforced. Coordinate and implement facility awareness, prevention, and education of PSA. Complete Camera and Spot Checks and ensure all documentation is completed in accordance with program SOPs Review Communication Exchanges, Incident Reviews, CLEs, and other forms of documentation for the assigned programs. Maintain expertise with the ORR and state licensing requirements. Manage program's data base regarding PSA reports and Quality Assurance. REQUIREMENTS Bachelor's degree in behavioral sciences, human services, or social service fields Must have at least one year of experience working with child welfare standards, best practices, or quality assurance or compliance. Must have at least one year experience in completing audits/ monitoring. Valid drivers license for at least 3 years with excellent Driving skills and clean driving record. If required to drive a personal vehicle for work purposes, the personal vehicle must be appropriately registered with the state and maintain automobile insurance. Preferred Qualifications ORR LTFC PSA / 45 CFR Part 411 compliance experience (strongly preferred). Bilingual (English/Spanish) preferred. Experience with CARF standards and trauma-informed compliance practices. Compensation and Benefits Salary: $72,200 – $85,000 annually, commensurate with experience.
