The Opportunity
TECKpert is seeking a Senior Business Analyst to support our client, a state transportation agency in Tallahassee, FL, on the onboarding of business applications into the SailPoint IdentityIQ (IIQ) identity governance platform. The BA collaborates with business offices to ensure that all information required for automatic application provisioning through IIQ is accurate, complete, and delivered on time. This includes guiding business partners through the connected-system onboarding process within IIQ, ensuring each application's attributes, entitlements, ownership structures, and lifecycle events are correctly defined for successful integration.
The BA documents provisioning benefits (access governance improvements, reduced manual workload, strengthened compliance controls), identifies technical or operational impacts of integration, and hands validated requirements to the IIQ team's Senior Developer and Technical Analyst for review. The BA is embedded on a small IAM delivery team and owns the requirements pipeline end to end.
Job duties include, but are not limited to:
  • Requirements intake and scope definition: act as the primary gatekeeper for new application onboarding requests, ensuring as-is access processes are documented before proposing the to-be IIQ state
  • Business-to-technical translation: transform raw business access needs into structured Provisioning Policies and Attribute Mapping requirements developers can execute without ambiguity
  • Stakeholder expectation management: conduct discovery workshops with business owners to manage expectations regarding what IIQ can automate versus what requires manual approval or custom workflow development
  • Compliance and audit documentation: lead the definition of Access Certification requirements, ensuring every integrated application meets audit and compliance standards defined by the project's governance framework
  • Defect and impact analysis: systematically document potential operational impacts of new connectors, proactively identifying where automated provisioning might break legacy processes and providing mitigation strategies
  • Validation and User Acceptance Testing coordination: develop test cases based on documented requirements, ensuring the IIQ configuration satisfies business owner needs before final sign-off
  • Prioritization and backlog grooming: maintain the requirements backlog, prioritizing technical tasks based on business value and compliance risk, managing the project roadmap effectively

Compensation and Term
This opportunity is for a full-time, contract position with possible extensions and pay commensurate with experience up to $65 per hour or $115,000 per year.
Qualifications you need
A successful candidate has the following experience:
  • Bachelor's or Master's degree in business administration, communications, information systems, or a related field, or equivalent work experience
  • Minimum 3 to 5 years of solid business and systems analysis experience with software development projects
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint)
  • Proficiency in core Identity and Access Management (IAM) concepts including entitlements, target aggregations, and certification campaigns
  • Ability to perform detailed research, business analysis, as-is and to-be analysis, and process modeling using tools such as MS Word, PowerPoint, Excel, and SmartDraw
  • Strong facilitation skills for workshops and meetings with technical and non-technical stakeholders
  • Ability to map functional requirements across complex environments involving ServiceNow (request catalog) and SailPoint (provisioning engine)
  • Strong communication and collaboration skills across business owners, developers, and technical analysts

Preferred Qualifications
  • Hands-on experience with SailPoint IdentityIQ (IIQ)
  • Certified Scrum Master (SCM), Certified Project Manager (CPM), or Project Management Professional (PMP)
  • Certified Business Analysis Professional (CBAP)
  • Experience with public sector compliance frameworks or large-scale ERP transformations such as the Florida PALM project
  • Knowledge of Florida Administrative Code Rules 60GG-1 through 60GG-5
  • Experience directing and managing project resources
  • Knowledge of change and release management practices
  • Experience with Microsoft Power BI
  • Experience with Microsoft DevOps
