Job description

MCS is hiring for a Sr. Proposal Writer / Manager. This is a full-time, permanent, remote position with benefits that will require occasional travel to Tampa.
The Sr. Proposal Writer / Manager is responsible for understanding customer requests and developing awardable, accurate, and executable proposals, planning ROMs, and customer presentations.
The Sr. Proposal Writer / Manager will require good communication skills and the ability to work well in a team setting. It is important that candidates keep abreast of industry trends and developments, as well as applicable Government regulations.
Typical duties include:
  • Support development of quality new business and on-contract-growth/sole source efforts for service orders, program modifications, and project orders and requests.
  • Performing or coordinating all activities to complete bids and assisting with solution development, where necessary. The Senior Proposal Manager position will not be responsible for pricing and will need to work from time to time under very tight deadlines.
  • Work with various departments to support Telecom and IT Services to respond to customer contract modifications and order requests and manage the end-to-end process from pre-proposal and request receipt through proposal development, negotiation, until award.
  • Participate in strategy sessions on assigned proposals
  • Lead proposal and other responses to Government requests for standard, medium and high complexity program modifications and projects and as well as standard service orders
  • Support efforts to enhance standard proposal libraries in support of organization-wide proposal development tools and templates
  • Support customer negotiations
  • Work in partnership with internal teams to develop a solution, proposal, and other required documentation
  • Ensure proposals are properly scoped, evaluate assumptions, identify risks, evaluate cost, and ensure responses meet requirements
  • Lead proposal review meetings to ensure integration of all proposal activities
  • Lead proposal writing and identify subject matter experts that can effectively contribute to responding to proposal requests
  • Develop and oversee proposal schedules, ensure milestones/tasks are met by internal and external teams, ensure teams meet and exceed proposal deadlines, and deliver on commitments to the Government
  • Help develop presentation materials for both internal and external needs and ensure consistency and adherence to company's requirements
  • Drive teams through all stages of proposal development including BOE and BOM activities, pricing, and submissions
  • Develop bid budgets and manage efforts within those estimates
  • Interpret technical and management requirements of Federal Government solicitations (e.g., RFPs, RTEPs, RFIs)
  • Oversee/produce schedules, outlines, compliance matrices, proposal kickoffs, and technical solution sessions
  • Facilitate proposal Shipley color reviews (e.g., Initial Draft, Red Team) and make ongoing recommendations to ensure compliance and increase proposal score
  • Ensure document and version control for all deliverables
  • Maintain tight, proactive communication with proposal and business unit leadership to ensure all necessary resources and activities are available to achieve a successful proposal submission
  • Manage multiple proposal tasks with sometimes rapid turnaround deadlines
  • Other duties as required
Required:
Educational Requirements: Bachelor's degree (Desired)
Certification Requirements: Shipley Associates Proposal Training/Certs (Desired)
Experience Requirements:
  • 12+ years experience with proposal writing/management for Federal Government and DoD customers.
  • Has expert knowledge of industry practices, advanced techniques and solutions within a professional discipline to develop new standards, processes, and solutions
  • Problems are complex and typically impact multiple area or disciplines. Provides measurable input to new solutions, processes or standards in order to achieve functional/project objectives
  • Requires ability to communicate with executive leadership (internally or client) regarding matters of significant importance to the organization/project
  • Works to convince others to accept area's view/current practices and agree/accept new concepts, practices and approaches
  • Strong customer communication skills, with the ability to illustrate a clear understanding of RFIs/RFPs/SOOs/SOWs/IDIQs
  • Prior experience in the development and management of federal contract proposals
  • Strong analysis skills, with the ability to identify and improve processes and determine needs to successfully deliver proposals in short turnaround timeframes
  • Able to multi-task, self-assign work, and function in a dynamic, fast-paced environment
  • Utilization of tools such as SharePoint Online, MS Project, Excel, Word, and Teams
  • Excellent verbal and written communication skills, with the ability to succinctly communicate
  • US citizenship and the ability to obtain a DoD SECRET security clearance
  • Ability to manage multiple projects simultaneously
  • Ability to create original content using interview and research techniques
Preferred Qualifications:
  • Currently possess an active DoD SECRET security clearance
  • Experience bidding on DoD RFPs, especially modifications to existing contracts
  • Experience with Program/Project Management principles and concepts (WBS, PWS, IMS, RACI, Risk Management)
  • Prior experience with Air Force, Army, Navy, and IC programs
  • Considered a Subject Matter Expert in Proposal Management
  • Government proposal management experience for IT solutions and services procurements
  • Formal proposal training and/or relevant certifications (e.g., APMP, PMP)
  • Ability to remain upbeat, positive, and constructive within a dynamic environment operating under high-pressure deadlines
  • Confidence with additional proposal-relevant software, such as Microsoft Project, Salesforce, GovWin, etc.

Schedule

Physical Requirements
  • May require climbing ladders, working at heights and in small, confined spaces such as under raised floors, inside closets, and server racks.
  • Must possess the capability to sit, stoop, kneel, or crouch for extended durations. Will be required to operate in noisy environments with temperatures higher or lower than standard office conditions. Must be able to lift and move equipment weighing up to 50 pounds.
  • Sitting at desk. Phone use and PC/laptop. May require lifting and carrying boxes of supplies or files. Extended periods of sitting while on PC/laptop or phone.
