Overview

We are seeking an experienced Project Manager 4 to lead the successful delivery of complex, enterprise-level IT initiatives. This role is responsible for managing multiple project teams and workstreams within an aggressive delivery schedule while ensuring compliance with VDOT and VITA project management standards. The ideal candidate is a hands-on technical project manager with strong leadership, communication, and stakeholder management skills who thrives in Scaled Agile and hybrid project environments.

Job Description

The Project Manager 4 will oversee the planning, execution, governance, and successful delivery of large-scale IT projects supporting VDOT's Asset Management Division. This position will lead cross-functional technical and business teams, coordinate with vendors and external stakeholders, manage project budgets and schedules, and ensure projects are delivered on time and within budget while adhering to Commonwealth and VITA project management methodologies.

Responsibilities

Project Leadership

  • Lead complex enterprise IT projects through all phases of the Commonwealth Standard for Project Management, including Preselect, Initiation, Planning, Execution and Control, and Closeout.
  • Serve as the primary technical project manager working closely with development teams and business stakeholders.
  • Manage multiple project workstreams while maintaining alignment with overall program objectives.
  • Define project metrics and communicate project status, progress, risks, and milestones to stakeholders.

Project Planning and Delivery

  • Develop and maintain project budgets, schedules, work plans, resource plans, and risk registers.
  • Ensure projects are delivered on time, within scope, and within budget.
  • Coordinate project dependencies across internal and external teams.
  • Manage project milestones and deliverables while maintaining governance compliance.

Stakeholder Collaboration

  • Coordinate activities with VDOT Information Technology Division leadership and staff.
  • Facilitate collaboration among cross-functional technical teams.
  • Partner with vendors, consultants, contractors, procurement offices, and external organizations throughout project execution.
  • Coordinate activities with VDOT and VITA Project Management Offices.

Project Governance and Quality

  • Ensure compliance with VDOT and VITA project management standards and governance requirements.
  • Facilitate requirements gathering, use case documentation, and design workshops.
  • Oversee preparation of test objectives, test plans, and test cases.
  • Support system implementation and application training activities.

Requirements

Minimum Qualifications

  • 10 years of experience managing large multi-stream IT projects valued at $10 million or greater.
  • 10 years of experience delivering IT infrastructure projects, including networking, physical plant, vendor management, and site provisioning.
  • 10 years of experience managing projects using both Scaled Agile and Waterfall methodologies.
  • 10 years of experience managing high-visibility, high-impact projects.
  • 10 years of experience coordinating projects with external teams.
  • 10 years of experience managing projects within larger programs under PMO governance.
  • 10 years of experience using Microsoft Office products, including Word, Excel, Access, Outlook, Visio, PowerPoint, and Project Server.
  • PMP Certification.
  • Bachelor's degree in Computer Science, Systems Engineering, Management Information Systems, Project Management, Finance, Business, or a related field.
  • Strong oral and written communication skills.
  • Must reside within the Richmond metropolitan area.
  • Must be willing to interview both by web conference and in person.
  • Must be willing to work onsite at least three days per week as determined by management.
  • Must physically reside within the United States for the duration of the assignment.
  • Must be legally authorized to work in the United States without employer sponsorship, now or in the future.
