Senior Project Manager (Onsite – St. Paul, MN 55101)

About the Role
We are seeking a Senior Project Manager to lead complex IT and business initiatives using both Waterfall and Agile methodologies. The role requires strong stakeholder management, cross-functional leadership, hands-on planning/execution, budget/resource control, and organizational change management within a PMO-governed environment.

Key Responsibilities
• Develop comprehensive project/program plans (scope, goals, deliverables, timelines) using Waterfall and Agile
• Coordinate internal teams and third-party vendors to deliver within baselines
• Utilize departmental PMO tools for project tracking, governance, and reporting
• Lead project teams; coach/mentor junior PMs; drive collaboration across the PMO
• Facilitate cross-functional communication; lead change management and conflict resolution
• Provide timely status, risk, and issue communications to sponsors and executives; escalate as appropriate
• Ensure project objectives align with business goals and value realization
• Proactively identify, assess, and mitigate risks/issues; monitor delivery performance (RAID)
• Build and manage project budgets; oversee demand/capacity planning and resource allocation
• Ensure adherence to budget constraints and compliance requirements
• Lead transformation and OCM scope to drive solution adoption and process adherence
• Support PMO process improvement and continuous improvement initiatives; stay current with best practices

Minimum Qualifications (Required)
• High school diploma or GED and nine (9) years managing multiple IT and business projects
– Degree substitution: Associate’s = 2 years; Bachelor’s+ = 4 years toward the 9-year requirement
• Two (2)+ years in a lead role collaborating across multiple divisions and organizational levels
• Certifications: PMP or PgMP; and CSM or SAFe
• Tools experience (minimum):
– MS Project: 2+ years
– Azure DevOps: 1+ year
– Jira: 1+ year
– GitHub: 1+ year
• Proven leadership, stakeholder management, executive reporting, risk/issue management, and vendor coordination

Desired Qualifications (Nice-to-Have)
• Certifications: CompTIA Security+, CCNP, PCNSE or CISSP, Azure Fundamentals (AZ-900)
• Experience with PPM tools (e.g., Planview, Clarity, ServiceNow PPM)
• Cybersecurity knowledge (CISSP/CISM concepts)
• Networking familiarity (CCNA/CCNP concepts)
Infrastructure/ITIL and Cloud (Azure/AWS) exposure

Core Skills
• Hybrid delivery (Waterfall + Agile/Scrum/SAFe)
• PMO governance, budgeting/forecasting, KPI/OKR tracking
• RAID management, change control, dependency/critical path management
• Executive-ready communication, presentations, and reporting
