Job description

Koniag Management Solutions, LLC a Koniag Government Services company, is seeking a Management Analyst with a Secret security clearance to support KMS and our government customer in Mobile, AL. This position is for a Future New Business Opportunity.

Koniag Management Solutions, LLC a Koniag Government Services company, is seeking an experienced Management Analyst to provide Business and Contracting Officer Representative (COR) support for the U.S. Coast Guard's Offshore Patrol Cutter (OPC) Project Residence Office (PRO) in Mobile, AL. This full-time position requires an individual with comprehensive knowledge of Federal Acquisition Regulations, shipbuilding processes, and contract administration to assist the COR and Alternate COR (ACOR) with acquisition and contract oversight activities. The ideal candidate will possess strong analytical skills, experience with cost/price analysis, and familiarity with DCMA and DCAA standards.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

The Management Analyst will support the COR and ACOR with acquisition and contract administration activities for OPC program execution. Principal responsibilities include:

  • Assist the COR and ACOR with conducting cost and/or price analysis and developing supporting documentation
  • Receive responses and assist COR Team and Project Manager with cost/price analysis and development of pre-negotiation and post-negotiation memoranda as required
  • Support the COR Team with contract administration duties including preparation of contractor discrepancy reports, draft entries for Contractor Performance Assessment Reporting System (CPARS), requests for equitable adjustments, cure letters, and default packages
  • Assist COR and ACOR with development of Independent Government Cost Estimates (IGCE)
  • Support development of Requests for Proposal (RFP) and Requests for Quote (RFQ)
  • Assist with Technical Assessment Review (TAR) processes
  • Conduct market research and develop market research reports
  • Support Engineering Change Proposal (ECP) processes and procedures
  • Assist the COR and ACOR in reviewing Common Access Card (CAC) applications and reviewing assigned CACs every six months
  • Assist the COR/ACOR with processing invoices for payment on assigned Task Orders
  • Assist the COR/ACOR with administratively closing out Task Orders ensuring satisfactory completion and inclusion of final reports and evaluations
  • Assist the COR/ACOR with developing milestones, reports, and trackers for all COR actionable items such as ECP, TAR, RFP, IGCE, and other acquisition activities
  • Perform moderate walking and movement through active shipyard and OPCs under construction
  • Create standardized reports, presentation graphs, and track status of COR/ACOR actionable items
  • Develop process metrics on usage of workflow capabilities
  • Prepare market research reports, requests for proposal/quote, price/cost analysis, and best value trade-off reports
  • Draft COR/ACOR correspondence and other acquisition plan and execution documents as required
  • Support contract file documentation and maintain organized records of acquisition activities
  • Coordinate with shipbuilder and Government personnel on contract-related matters
  • Attend meetings related to contract administration and acquisition planning
  • Provide analytical support for contract modifications and change orders

 

Education and Experience:
Required:

  • Bachelor of Science degree in business/technical field with minimum of 24 business credits
  • Minimum of four (4) years' experience supporting COR activities in a shipbuilding environment

Clearance Requirement:

  • Secret level security clearance (position has financial insight to data)

 

Substitution for Bachelor of Science Degree:

  • Minimum of four (4) years of relevant experience in addition to the required minimum years of experience

 

Required Skills and Competencies:

  • Comprehensive knowledge of shipbuilding processes, techniques, and procedures
  • Comprehensive knowledge of Federal Acquisition Regulations (FAR) and contract administration principles
  • Knowledge and skill in applying analytical and evaluative methods to organize, plan, conduct, evaluate and administer contract requirements
  • Ability to produce COR reports, briefs, and presentations using contractor-provided data
  • Knowledge of economic, statistical, accounting, fact-finding, and financial analysis principles and techniques
  • Ability to perform random sampling, learning curves, and computerized cost models
  • Capability to analyze historical cost and schedule data
  • Ability to analyze reports of auditors, technical specialists, and contractor personnel to assess compliance
  • Skill in verifying and interpreting contractor-developed cost and schedule performance data
  • Ability to project cost and schedule performance trends, isolate disruptive factors, and estimate final contract cost
  • Familiarity with DCMA and DCAA standards, guidelines, and best practices
  • Comprehensive knowledge of auditing organizations (DCMA, DCAA), programs, and functions
  • Knowledge of overall acquisition process and contract administration services
  • Understanding of technical capabilities, functions, and responsibilities of contract administration service organizations
  • Proficiency in Microsoft Office software suite including Word, PowerPoint, Access, and Excel
  • Strong written and oral communication skills
  • Ability to handle sensitive financial and business information with discretion
  • Physical ability to perform moderate walking and movement through active shipyard environments

 

Desired Skills and Competencies:

  • Defense Acquisition Workforce Improvement Act (DAWIA) certification in Contracting (Level I, II, or III)
  • Experience with Coast Guard or Navy shipbuilding contract administration
  • Familiarity with Major System Acquisition Manual (MSAM) acquisition processes
  • Knowledge of Department of Homeland Security Acquisition Directive 102-01
  • Experience with Earned Value Management System (EVMS) data analysis
  • Understanding of shipbuilder Quality Management Systems and surveillance activities
  • Experience with best value source selection and low price technically acceptable procedures
  • Knowledge of socioeconomic policies and small business programs
  • Experience with various contract types including firm-fixed-price, cost-plus, and time-and-materials
  • Familiarity with Contract Data Requirements List (CDRL) management
  • Experience with Government Property Administration
  • Knowledge of warranty administration and claims processing
