Project Overview:

Bechtel’s Manufacturing & Technology (M&T) Business Unit is designing and building an Active Pharmaceutical Ingredient (API) Manufacturing Facility located at Generation Park in Houston, TX. M&T is an exciting and growing business unit that serves customers in the semiconductor, datacenter, life sciences, and electric vehicle markets. Job Summary:

We are seeking a Project Information Systems & Technology (IS&T) Manager to join the IS&T team at the construction site of a new pharmaceutical manufacturing facility in Houston. This position reports to the Project Innovation and Information Manager (PIIM) and is responsible for deploying and supporting IT infrastructure and systems across a large-scale hybrid cloud and on-premises environment. Key duties include leading technical support teams, implementing and integrating software applications, administering cloud services, managing hardware assets, driving system upgrades and new technology initiatives, and ensuring reliable operations and continuous improvement of IS&T systems at the project site. #LI-SM2

Major Responsibilities:
  • Partner with the project management team to define IT requirements that support project execution.
  • Manage all IS&T operations and services for the Bechtel project team, including oversight of the project IS&T team.
  • Coordinate IS&T plans with the Bechtel project team, contractors, and client, and define clear divisions of responsibility.
  • Coordinate with the PIIM Manager, BIM Manager, and Records Manager to identify and manage IS&T deliverables.
  • Define, implement, and support the project's IT infrastructure, including cybersecurity, data storage, and collaboration systems.
  • Manage software, workflow, and dashboard development required for the project.
  • Define and implement project IS&T procedures in alignment with corporate and GBU IS&T governance frameworks.
  • Develop and maintain the Project Automation Plan, Software Portfolio, Level 1 Integration Diagram, and Project IS&T Mobilization, Handover, and Closeout Plans.Lead, coach, and train team members on IS&T requirements that support project execution.
  • Set project IS&T goals, schedules, and divisions of responsibility.
  • Manage the project's IS&T budget and related forecasts.
  • Oversee IS&T procurement and asset management.
  • Build and maintain relationships with IT vendors.Respond to audits as required.
Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) and 10-13  years of relevant experience or 14-17 years of relevant work experience.
  • Strong understanding of major IT infrastructure systems, including Microsoft domains, Cloud VPN, Virtual Servers, Caching File Servers, SD-WAN, and Teams Voice, and the ability to plan their implementation.
  • Excellent verbal and written communication skills, with the ability to coordinate effectively with project teams, customers, peer groups within and outside IS&T, and other stakeholders.
Required Knowledge and Skills:
  • Experience on mid- to large-scale Engineering, Procurement, Construction (EPC), Project Management, or Construction Management projects.
  • Knowledge of software and integration architecture for Document Management, Project Controls, and Engineering application suites (i.e. Aconex, Procore, Autodesk, Bentley, Trimble, Hexagon, etc.), workflows, and dashboards.
  • Demonstrated ability to evaluate and develop team members.
  • Proven record of innovation and process improvement.
  • Experience writing IT scopes of work for technology systems.
