COUNTY OF HAMILTON, INDIANA

POSITION: Project Engineer

DEPARTMENT: Surveyor

WORK SCHEDULE:8:00 a.m. - 4:30 p.m., M-F

STATUS: Full-time

FLSA STATUS: Exempt

HOURLY RATE: $71.7644 per hour

Incumbent serves as Project Engineer for the Surveyor, responsible for designing and coordinating County drainage, construction, and reconstruction projects.

DUTIES:

Supervises and directs assigned personnel, including interviewing applicants, making hiring recommendations, planning/delegating work assignments, providing orientation, training and corrective instruction, and recommending personnel actions as needed.

Organizes, plans and directs all aspects of drainage engineering projects.

Prepares plans/specifications and bid documents for drainage reconstruction projects, including supervising/directing site surveys; analyzing watershed/drainage; sizing tiles, pipes, and culverts; drafting on computer; preparing construction drawings; preparing reconstruction reports; preparing contract documents; estimating costs; managing design consultants in the preparation of construction drawings; and soliciting bids.

Designs projects to retrofit outdated storm water facilities to conform to current standards.

Manages department engineering contracts, including monitoring costs, and ensuring projects adhere to schedules and standards. Works with Inspector during construction to answer design related and other questions, review of as-built information and drawings, and in preparation of final reports.

Assists Plan Reviewers with engineering and design questions related to plans submitted for review and approval.

Responds to public complaints and requests regarding drainage issues as reported, including speaking with complainants, visiting problem sites, conducting feasibility studies, preparing and making public presentations, and taking appropriate action to resolve valid complaints.

Periodically attends public information meetings regarding a reconstruction project or other project. Prepares and makes presentations as needed as part of the public information meeting.

Communicates with other counties, municipalities, utilities, and state and federal agencies in coordinating County and multi-jurisdictional projects, such as well head protection and MS4 clean water activities.

Assists with coordination of stormwater management studies by working with county and municipal departments and state and federal agencies, citizen groups, landowners and consulting engineering companies.

Coordinates Hamilton County Wellhead Protection Program.

Reviews proposed regulated drain design plans and makes appropriate recommendations to Surveyor to ensure compliance with policies/regulations.

Conducts drainage studies on drainage shed basin.

Assists in acquiring rights-of-way (drainage easements) adjacent to construction projects as needed.

Coordinates the County Stormwater Management Program (MS4) by working with county and municipal departments and state and federal agencies along with citizen groups landowners and consulting engineers, prepares or assists in the preparation of facility SWPPP's, annual reports, NPDES Permit, audits information for IDEM, and other activities associated with the program.

Periodically investigates and responds to hazardous material spills involving regulated drains.

Periodically walks regulated drains with Surveyor in preparation for a field/topographic survey to obtain information for developing reconstruction construction plans or to resolve a drainage problem.

Periodically assists in the preparation of drainage ordinances and revisions to drainage standards and policies as needed.

Act as liaison with watershed groups as relating to water quality issues.

Coordinates with the Highway Department and reviews construction drawings for bridge and small structure improvements.

Assists in preparing annual drainage improvement program.

May occasionally prepare and distribute department press releases as assigned.

Periodically attends job-related seminars/training.

Performs related duties as assigned.

I. JOB REQUIREMENTS:

Baccalaureate Degree in civil engineering, or related field and a minimum of four years of relevant experience. Possession of current Indiana license as professional engineer.

Thorough knowledge of and ability to make practical application of federal, state and local regulations regarding drainage, and relevant hydraulic and civil engineering and construction principles and practices.

Ability to make complex mathematical calculations, analyze survey and other data, and read and interpret detailed prints, sketches, construction plans, property records, and related legal documents.

Ability to supervise and direct assigned personnel, including interviewing applicants, making hiring recommendations, planning/delegating work assignments, providing orientation, training and corrective instruction, and recommending personnel actions as needed.

Thorough knowledge of and ability to operate global positioning system equipment, level, and total station, and standard office equipment, such as calculator, digital camera, computer, printer, plotter, copier, and design software.

Ability to effectively communicate orally and in writing with co-workers, other county and municipal jurisdictions, related state and federal agencies, engineering contractors, utilities, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

Ability to plan and lay out assigned work projects, work on several tasks at the same time, and complete assignments effectively amidst frequent distractions and interruptions.

Ability to understand and follow oral and written instructions, and appropriately respond to constructive criticism.

Ability to provide public access to or maintain confidentiality of department information/records according to state requirements.

Ability to comply with all employer/department personnel policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to work alone and with others in a team environment with minimum supervision, and maintain appropriate, respectful interrelationships with co-workers.

Ability to occasionally work extended weekend and/or evening hours and occasionally travel out of town for seminars and/or training, sometimes overnight.

Possession of a valid Indiana driver's license and demonstrated safe driving record.

As a result of the duties associated with this job, there is the potential of becoming exposed to blood borne pathogens and other potentially infectious diseases. To safeguard employees andeliminate the liability placed on Hamilton County, employees working in this position shall begin the three shot Hepatitis B vaccination and subsequent training within 10 days of their initial job assignment per OSHA 29 CFR 1910.1030(f)(2)(i). The initial and two subsequent vaccinations shall be administered by the Hamilton County Health Department andfree of charge to the employee. If the employee has previously received the three shot Hepatitis B vaccination, official documentation must be provided to the supervisor identifying the dates in which each shot was appropriately administered. A Temporary Medical Declination may be made for a period of up to six months. A Declination form must be completed, outlining the medical reasons for the temporary declination and forwarded to the Safety & Risk Manager. Employees temporarily declining the vaccine are prohibited from performing any duties in which they may be exposed to a blood borne pathogen or other potentially infectious disease until they are able to begin/continue the series of vaccinations. Failure to comply will result in termination of employment.

II. DIFFICULTY OF WORK:

Incumbent duties are broad in scope, involving many variables and considerations. Incumbent exercises independent judgement in applying federal, state, and local codes, and standard practices of the profession in designing and directing drainage reconstruction projects, and ensuring compliance with specifications and engineering standards. Decisions made by incumbent may expose the county to potential litigation.

III. RESPONSIBILITY:

Incumbent receives general supervision, with purpose and desired results indicated. Incumbent has a high degree of job flexibility, discussing unprecedented situations with supervisor at incumbent's discretion. Decisions and work product are reviewed primarily for attainment of objectives.

IV. PERSONAL WORK RELATIONSHIPS:

Incumbent maintains frequent contact with co-workers, other county and municipal jurisdictions, related state and federal agencies, engineering contractors, utilities, and the public for purposes of exchanging information, explaining/interpreting policies and procedures, coordinating and monitoring projects, resolving problems, and supervising/directing assigned personnel.

Incumbent reports directly to Surveyor.

V. PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs duties in an office environment and outdoors, which may involve sitting for long periods, walking on uneven terrain, bending, reaching, speaking clearly, keyboarding, hearing communication, and occasionally pushing/pulling/lifting/carrying equipment weighing up to 50 pounds, crouching/kneeling, close and far vision, color and depth perception, handling/grasping/ fingering objects. Incumbent occasionally travels out of town for training/seminars, sometimes overnight.
