We’re seeking a Policy Development Analyst II to help shape and improve the policies, processes, and operational frameworks that support critical programs and client outcomes. In this role, you’ll analyze policy impacts, identify opportunities for improvement, and develop solutions that enhance efficiency, ensure compliance, and strengthen program performance. Working alongside cross-functional teams and stakeholders, you’ll play a key role in translating complex requirements into clear, actionable guidance helping ensure that programs not only meet expectations but deliver real, measurable value.

Essential Duties and Responsibilities:

  • Analyze trends, conduct time studies and create solutions to ensure processes are aligned to comply with client policy, and to meet or exceed contractual and internal performance standards and expectations.
  • Document issues and performance measures, provide recommendations, create and implement strategies to ensure that productivity goals are met while containing costs.
  • Create and/or maintain deliverable artifacts.
  • Create sophisticated and comprehensive reports used to educate and assist site management and program client.
  • Develop processes to build operational policies, procedures and/or user guides.
  • Develop processes to conduct business process improvement projects.
  • Analyze existing forms, reports and methods to promote effective operations through standardization, improvement, simplification, discontinuance or other methods.

Additional Duties and Responsibilities:

  • Conduct research and collect data on legislative, policy, or operational issues to support policy and process development.
  • Analyze findings and develop written deliverables such as memos, briefs, and reports outlining policy and operational impacts.
  • Assist in the development of organizational responses or recommendations related to existing or proposed policy changes.
  • Recommend strategies to mitigate risks or leverage opportunities related to policy or regulatory changes.

Minimum Requirements

  • Bachelor's degree with 3+ years of experience.

Additional Skills and Qualifications:

  • Demonstrated experience researching and analyzing policies, regulations, or operational processes.
  • Experience developing written deliverables such as reports, briefs, or analytical summaries.
  • Ability to work under general supervision while managing moderately complex tasks and issues.
  • Solid working knowledge of policy analysis, process improvement, or operational analysis concepts.
  • Strong research, analytical, and conceptual thinking skills.
  • Demonstrated ability to build collaborative relationships and influence stakeholders.
