Job Description:

The Office of Emergency Health Systems within Division of Public Health of DHHS is seeking a detail oriented professional to help manage Rural Health Transformation Program (RHTP) initiatives related to Emergency Medical Services (EMS) and EMS education. This position is critical to the success of the RHTP program and is responsible for planning, governance, contract and subaward management, implementation, and coordination of multi-partner and profession education initiatives across Nebraska. Some travel statewide may be needed for this position.


Examples of Work:

  • Develop and coordinate the multi-year implementation of RTHP initiatives (EMS Regionalization, Community Paramedicine, Virtual and Augmented Reality, and LifeCast Manikin training.
  • Perform Contract and Subaward management and oversight.
  • Evaluation of programs and performance reporting through data collection, evaluation of outcomes, contractor performance, and program efficacy.
  • Develop and maintain strategic partnerships with EMS agencies, hospitals, healthcare training agencies, EMS conference vendors, tribal health partners, local health departments, and other health care workforce stakeholders.
  • Assist with the development of long-term sustainability strategies for RHTP initiatives.
  • Develop processes and procedures for the use, check out, return, storage and repair of DHHS equipment to be used by health care instructors and training agencies.


Requirements / Qualifications

Minimum Qualifications: Bachelor's degree in business or public administration, social/behavioral sciences, education, health sciences, public health, law or related field and experience in program planning, implementation, monitoring, evaluating program functions or supervising/management staff and budgets. Related coursework, training and/or education may substitute for the Bachelor's degree on a year-for year basis.

Preferred Qualifications: Experience as an Emergency Medical Technician, Advanced Emergency Medical Technician, Paramedic, and/or EMS Instructor or other healthcare education. Experience in public health administration would be beneficial.

Knowledge, Skills, and Abilities:

Knowledge of: Emergency Medical Services and healthcare education, public health program management, program evaluation and analysis, contract and subaward management.

Skill in: Project, contract, and grants management. Clear and concise communication skills, process development, stakeholder development, and organization skills.

Ability to: Manage complex programs with multiple stakeholders, strategic thinking, attention to detail, build trust with stakeholders, work independently with accountability, and be comfortable with uncertainty with programs changing over time.
