The Program Manager is CEdge's single point of accountability to MoDOT for all services delivered under the TMS Maintenance and Support Services contract. This individual leads the full program: maintenance and support operations, Statement of Work (SOW) project portfolio, staffing, budget, schedule, and MoDOT stakeholder relationships. The Program Manager chairs all status reviews, ensures 24x7 coverage is never interrupted, and signs off on every monthly invoice and formal deliverable. Commitment of this individual to the project is a firm proposal obligation.

KEY RESPONSIBILITIES


· Serve as the named primary person responsible for contract delivery per Exhibit E requirements; maintain continuity of MoDOT relationship at the IT Director and Project Management Team (PMT) level

· Oversee all maintenance and support operations against the 17,000-hour annual ceiling, monitoring Service Desk Plus time entries weekly and flagging consumption risks before they become overages

· Govern the SOW project portfolio: validate each draft and final SOW for scope, schedule, and firm-fixed pricing accuracy before submission to MoDOT's PMT

· Ensure all personnel complete MoDOT background checks (MoDOT authorization form + MACHS name-based check) before beginning work; track each submission to closure on the Day-1 critical path

· Enforce acceptable-use, data-security, press-release, and public-relations policy acknowledgments with every team member upon onboarding

· Deliver Monthly Status Reports by the agreed date and lead Quarterly In-Process Reviews; escalate risks to MoDOT PMT with written mitigation plans

· Manage staffing transitions: identify, background-check, and onboard replacements without service gap; exercise MoDOT's right-to-accept requirement by pre-qualifying alternates for every role

· Lead Missouri economic-impact commitments: maximize in-state hiring and report tax and employment contributions as required

· Ensure all developed solutions comply with ADA/Section 508 standards; review accessibility findings with MoDOT before development begins

· Oversee federal-funds compliance obligations (2 CFR Part 200, Stevens Amendment restrictions on press releases, lobbying certifications)


REQUIRED QUALIFICATIONS


· Minimum 5 years of IT program or project management experience, including at least 2 years managing application maintenance and support contracts

· Demonstrated experience managing a team of 5 or more technical staff with accountability for a contract or engagement valued at $500K or more annually

· Minimum 1 year of experience in a leadership role (per §2.2.2)

· Experience managing SOW or task-order based work with firm-fixed pricing and milestone-based acceptance

· Strong written and verbal communication skills; ability to present status and risk to government client leadership

· PMP certification or equivalent project management credential

· Ability to pass MoDOT background check (MoDOT form + Missouri MACHS name-based check)

· Work must be performed within the continental United States


PREFERRED QUALIFICATIONS


· Experience managing transportation-related IT application maintenance contracts

· Familiarity with Missouri state government procurement processes (MissouriBUYS, SOW workflow)

· Missouri residency or St. Louis metro area base location (supports no-cost on-site availability)

· Experience with federal-funds compliance (2 CFR Part 200) on state-administered contracts

· Prior client reference from a government Program Management Office (PMO) or IT Contracting Officer

· Experience managing DevSecOps-governed development teams and interpreting static security scan results.
