SUMMARY OF DUTIES

Join our dynamic team as the Voluntary Case Management (VCM) Program Manager! In this key leadership role, you will oversee the daily operations of the VCM Program, ensuring contract compliance, smooth and efficient service delivery, and high-quality support for families. You will directly supervise all Family Specialist I staff, provide guidance and backup support, coordinate program activities, and serve as the primary point for reporting and communication. If you’re a strong organizer, an effective communicator, and passionate about leading programs that make a meaningful impact, we’d love to have you on our team.



Key Responsibilities
  • Manage day‑to‑day operations and ensure effective implementation of program activities.
  • Supervise and support all Family Specialist I staff; provide backup coverage as needed.
  • Ensure full compliance with program contract requirements and service standards.
  • Prepare all required quarterly DHS (Department of Human Services) reports and VCM contract reports.
  • Establish expectations for staff performance and monitor program outcomes.
  • Plan, organize, coordinate, and evaluate program services.
  • Conduct ongoing meetings with VCL (Case Management Lead) and maintain consistent communication with partners.

EDUCATION AND TRAINING REQUIREMENTS

  • Four-Year College Degree from a school accredited by a recognized accrediting agency- in social work, psychology or a related field
  • Masters' Degree from a school accredited by a recognized accrediting agency. Requires knowledge of an advanced type.

Other: Bachelor’s or Master’s Degree is acceptable based on years of experience.

EXPERIENCE

  • Over two years, up to and including four years.
  • Other (Specify): Two years of experience required for individuals with masters’ degrees. Four years of experience required for individuals with bachelors’ degrees. Supervisory experience preferred

SPECIAL KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED

  • Experience working with parents and caretakers who have harmed or neglected their children or have threatened to harm or neglect their children.
  • Experience working with children who experienced harm or neglect or have been threatened with harm or neglect.
  • Experience working with vulnerable families, including families that have experienced domestic violence, substance abuse, and permanency issues.
  • Knowledge of child growth, development, and behavior.
  • Knowledge of positive parenting practices.
  • Knowledge of case management and advocacy techniques.
  • Good written and verbal communication skills.
  • Ability to work with families of diverse ethnic, cultural and socio-economic backgrounds.
  • Ability to work flexible hours, including evenings and weekends, as required.
  • Valid driver’s license, current no-fault insurance coverage, satisfactory driver’s abstract, access to an insured vehicle.

OTHER POSITION REQUIREMENTS

  • This job requires a valid Hawaii driver's license, a clear driver's abstract, and use of personal vehicle to transport participants, as needed, as well as a willingness to travel in personal vehicle on an as-needed basis throughout the island
  • This position is subject to a criminal background investigation and continued employment is contingent on a record clear of convictions
  • Continued employment in this position is contingent on successful completion of van driving training as such training is necessary to ensure ability/continued ability to perform essential functions of this job.
  • Continued employment in this position is contingent on successful completion of CPI classes OR other Behavioral Management certification as may be contract-mandated.
  • Continued employment in this position is contingent on successful completion of CPR, First Aid, AED classes.
