How to Get a Job in Program Management?

Program managers typically have previous experience as a project manager or in a similar role. Most program managers have a bachelor’s degree in business or related field. The exact requirements for a program management job may vary from position to position, but you should be familiar with the organization’s mission and products as well as the specific needs listed in the job description. If a company is looking for a program manager for a specific department, experience working in that area is an obvious boon.

What are the key skills and qualifications needed to thrive as a Program Manager, and why are they important?

To thrive as a Program Manager, you need expertise in project planning, resource allocation, risk management, and a solid understanding of program life cycles, often supported by a bachelor's degree and experience in project or program management. Familiarity with tools like Microsoft Project, Jira, and certifications such as PMP or PgMP is typically required. Excellent leadership, communication, and problem-solving skills help in coordinating cross-functional teams and managing stakeholder expectations. These skills ensure that complex programs are delivered on time, within scope, and aligned with organizational goals.

How does a Program Manager typically collaborate with cross-functional teams to achieve project goals?

Program Managers work closely with cross-functional teams such as engineering, marketing, finance, and operations to align project objectives with organizational strategy. They facilitate communication, coordinate resources, and manage dependencies across teams to ensure milestones are met on schedule. Regular meetings, status updates, and transparent documentation are key practices, helping to address challenges proactively and keep everyone on track. This collaborative approach not only drives program success but also builds strong professional relationships across the organization.

What is program management?

Program management is the coordinated oversight and management of multiple related projects that align with an organization's strategic objectives. Program managers ensure that projects within a program are executed efficiently, risks are managed, and benefits are realized. They focus on aligning project outcomes with business goals, optimizing resources, and communicating progress to stakeholders. Unlike project managers, who handle individual projects, program managers oversee a collection of projects to deliver greater value.

What is the difference between Program Management vs Project Management?

Job description

Description
At East Bay Community Action Program (EBCAP), our mission is rooted in the belief that everyone deserves access to comprehensive, compassionate care that truly changes lives. For decades, we have been a trusted provider of community-based services across Rhode Island, delivering integrated behavioral health care that meets individuals where they are both in their circumstances and in their journey toward wellness.
Our Assertive Community Treatment (ACT) team goes beyond service delivery. We partner with young adults living with serious mental illness and co-occurring disorders to create meaningful pathways to recovery, stability, and hope. We are seeking a dynamic, mission-driven leader who is passionate about evidence-based, person-centered care and committed to achieving real, measurable outcomes for the individuals and communities we serve.
As ACT Team Manager, you will lead a multidisciplinary team committed to delivering intensive, community-based behavioral health services that make a meaningful difference in people’s lives. This is not a desk-bound role—it is an opportunity to work on the front lines of behavioral health innovation while mentoring, supporting, and guiding a dedicated team toward excellence in evidence-based, high-quality care.

Key Responsibilities
Drive Measurable Outcomes
  • Lead comprehensive care coordination that integrates physical health, behavioral health, and social determinants
  • Reduce hospitalizations and emergency interventions through proactive, evidence-based treatment planning
  • Improve client stability, housing retention, and community integration through coordinated support
Build Strong Community Partnerships
  • Collaborate with hospitals, courts, law enforcement, primary care providers, and community agencies
  • Create seamless care transitions that keep clients connected to the services they need
  • Strengthen EBCAP's reputation as a leader in community-based mental health care
Develop Clinical Excellence
  • Mentor and coach a multidisciplinary team through ongoing supervision and competency development
  • Implement evidence-informed practices that reflect the latest in ACT model fidelity
  • Foster a culture of continuous improvement, accountability, and compassionate care delivery
Ensure Quality and Compliance
  • Maintain Joint Commission standards and state regulatory compliance
  • Monitor performance metrics that demonstrate program effectiveness
  • Lead quality improvement initiatives that enhance service delivery and client outcomes
In this role, you'll directly influence:
  • Client Recovery: Guide treatment planning for young adults with serious mental illness toward sustainable wellness
  • Team Growth: Shape the professional development of nurses, clinicians, peer specialists, and care coordinators
  • System Change: Help reduce reliance on institutional care by providing effective community-based alternatives
  • Organizational Excellence: Contribute to EBCAP's expansion of innovative behavioral health services

Qualifications
  • Master's Degree in human services, Bachelor's Degree in human services with a LCDP or RN license
  • 3-5 years post-graduate clinical experience in rehabilitative community-based mental health
  • 1-2 years of managerial and supervisory experience
  • 2 or more years of experience working with adolescents and young adults in a community setting
  • Experience serving individuals with Severe and Persistent Mental Illness
  • Knowledge of co-occurring disorders and Medication-Assisted Treatment (MAT)
  • Familiarity with BHDDH regulations
  • Make sound clinical decisions in complex situations with confidence and clarity
  • Lead with empathy while maintaining accountability and high standards
  • Use data and metrics to drive continuous improvement
  • Build collaborative relationships across diverse stakeholder groups
  • Navigate competing priorities while keeping client safety and quality care at the center
  • Believe deeply in recovery-oriented, trauma-informed, client-centered care
  • Background in IHH, ACT, CSP, or similar intensive community-based models
  • Knowledge of ACT fidelity standards and state regulations

Benefits
  • Leadership Development: Access to ongoing training, conferences, and professional development opportunities
  • Tuition Reimbursement: We invest in your continued education
  • Career Advancement: Growing organization with expanding behavioral health services creates internal mobility
  • Subsidized comprehensive medical (BCBSRI) and dental insurance (Delta Dental)
  • Vision insurance
  • Up to 3% matching 403(b) retirement plan
  • Employer-paid life insurance and long-term disability
  • Generous paid time off: vacation, holidays, personal days, and sick time
  • Mileage reimbursement for community-based work
  • Employee Assistance Program
  • Medical and dependent care flexible spending accounts
  • Work alongside passionate professionals committed to social justice and community wellness
  • Be part of an organization with deep roots and trusted relationships throughout Rhode Island
  • Contribute to meaningful, lasting change in the lives of our community's most vulnerable members
If you're a clinical leader who wants to drive outcomes, develop talent, and contribute to a mission that matters, we want to hear from you.
