JOB SUMMARY:

The Director, Programme Operations will provide operational leadership for the National Fuel Marking Program in Ghana. This is a leadership role accountable for the overall performance and integrity of the program – serving as the main point of contact with the customer, the in-country partner and other relevant stakeholders, directing a multi-disciplinary operations team.


The Director will set the strategic direction for in-country operations and build organizational capability. The role carries full accountability for program P&L health and contractual compliance.

STRATEGIC LEADERSHIP & GOVERNMENT RELATIONS

  • Stakeholder engagement: Serve as Authentix principal point of engagement with the customer, in-country partner and other relevant stakeholders, building durable, trusting relationships at the most senior levels.
  • Strategic direction: Drive the operating strategy for the Ghana fuel marking program, aligning country-level execution with Authentix global commercial and technology objective.
  • Program growth: Support the VP, West and Central Africa and global business development to identify expansion opportunities (adjacent revenue-protection programs).


RISK, COMPLIANCE & GOVERNANCE

  • Risk ownership: Proactively identify operational, contractual, and reputational risks, and own mitigation strategy and escalation to leadership.
  • Regulatory and safety compliance: Ensure full compliance with corporate policies, health and safety standards and quality management systems across all program activities.
  • Contract stewardship: Safeguard adherence to contractual obligations by all partners, subcontractors, and Authentix personnel, resolving issues before they escalate to Government or client concern.

ORGANIZATIONAL LEADERSHIP & TEAM DEVELOPMENT

  • Team leadership: Build, lead, and develop a high-performing operations team.
  • Talent development: Establish training, coaching, and succession frameworks that build local leadership capability and long-term organizational resilience.
  • Culture and accountability: Instill a culture of integrity, safety, and performance accountability consistent with Authentix corporate values.
  • Cross-functional leadership: Serve as the senior liaison between country operations and the global Project Management Office (PMO), ensuring aligned, transparent communication on strategy, risk, and performance.

OPERATIONAL LEADERSHIP

  • Revenue accountability: Own end-to-end accountability for revenue collection, contractual performance, and program profitability, driving corrective action on any variance.
  • Data and Performance management: Establish, monitor, and report enterprise-level KPIs across operational, financial, and compliance dimensions to drive continuous improvement.
  • Operational excellence: Monitor program operations, ensuring marking and testing performance, and equipment reliability consistently meet or exceed contractual obligations. Lead root-cause analysis and implementation of corrective and preventive actions.
  • Standard Operating Procedures: Deliver the framework and governance standards for all Authentix SOPs, ensuring consistent, auditable, and defensible operations across every site.
  • Audit and reporting integrity: Maintain rigorous audit schedules and data integrity, and personally own the quality of reporting delivered internally and to Government stakeholders.


KNOWLEDGE, SKILLS AND ABILITIES [education, certification, experience, general skills)

  • Proven leadership experience managing large-scale government or regulatory programs, ideally within Ghana or the wider West/Central Africa region.
  • Deep expertise in Government relations, with a track record of building trusted relationships at ministerial or executive agency level.
  • Significant Oil & Gas sector experience, including downstream operations, terminal administration, fuel distribution and logistics, and/or additive operations and process controls.
  • Undergraduate degree in Chemistry, Engineering, Petroleum Sciences, Supply Chain, Operations Management, or related technical discipline; advanced degree (MBA or equivalent) preferred.
  • Demonstrated P&L account management experience, including revenue accountability and contract performance management.
  • Strong track record building and leading teams, including matrixed and geographically distributed teams.
  • Expertise in program governance, including Standard Operating Procedures (SOP) development, KPI frameworks, and audit/quality systems.
  • Strong communication skills, with experience presenting to senior Government officials and global executive leadership.
  • Advanced proficiency in Microsoft Excel, PowerPoint, and Word.

SPECIAL REQUIREMENTS

  • Advanced language skills in English (written and verbal).
  • Experience working directly in fuels distribution including operations, logistics or auditing.
  • Experience with other downstream Oil & Gas activities including terminal administration or additive operations
  • There is an estimate of up to 30% in country and regional travelling required for this role and candidates should have no barriers or impediments to travel by air, road, rail or sea to other countries as required from time to time.
