Job description

In this role, you will implement the Transmission Integrity Management Program (TIMP) for transmission pipelines located in the Texas Gas Services operating territory. You will be responsible for participation in the planning, execution, and documentation of pipeline integrity activities including in-line inspections, direct assessments, hydrostatic testing, and pipeline inspections. You will perform pipeline integrity engineering analyses to evaluate pipe defects and specify remedial actions plans. As the first point of contact for pipeline integrity related concerns in Texas, you will provide response to regulatory compliance questions from key stakeholders and coordinate transmission pipeline risk mitigation initiatives. You will support the development and maintenance of asset integrity related policies, procedures, and guidelines. This is a fully onsite position based either in Austin or Harlingen.
What You Will Do
Coordinates and performs an intermediate level of engineering activities.
Coordinate and perform engineering activities relative to the design, operation, and maintenance of company pipeline and storage systems and related facilities.
Coordinate projects among regions, departments (Marketing, Contract Administration, Accounting, Operations, and Customer Services), outside agencies, and contractors including:
  • Bid proposals and contracts
  • Line extensions
  • Construction and/or relocation projects
  • Corrosion control
  • Pipeline Integrity projects
  • Pipeline Maintenance projects
  • Regulator and metering station projects
  • Evaluation of distribution system capacity, reliability, and risk
Provide technical and/or engineering assistance to management, employees, governmental/regulatory personnel, contractors, customers, and others on matters including:
  • Meter and regulator settings
  • CNG facilities
  • Equipment/system design
  • Pipeline sizes
  • Policies and procedures
  • Utilization of materials or instrumentation
  • Pipeline modeling using capacity planning software
  • Database analyses
  • Growth planning
  • Emergency valve isolation plans for pipeline systems
  • Material specs
  • Strategic planning (as specified by position)
  • Right of way and permitting
  • Asset Risk (as specified by position)
  • TIMP (as specified by position)
Research, analyze, compile, and/or prepare information including:
  • Engineering Design
  • Pipeline system capacity studies
  • Pipeline system risk studies
  • Pipeline bid proposals
  • Construction contracts
  • Status/activity reports
  • Job orders
  • Purchase requisitions
  • Selection of materials, tools, or instrumentation
  • Federal & state regulation standards, etc.

What You Will Need
Minimum Bachelor's Degree engineering
Knowledge of piping plan standards and related governmental regulations.
Experience with application of math, algebraic formulas, calculus, and statistics.
Experience in use and function of office equipment including computers and software such as GIS, AutoCAD, Synergi, Excel, Access, Technical Toolbox, Copperleaf, Maximo, Solidworks, or other relevant software.
Experience and training related to:
  • Interpersonal/communication skills
  • Customer services field policies and procedures
  • Transmission/distribution pipeline operations
  • Company/governmental operating and safety procedures
  • Line extension and relocation policies and procedures
  • Calculation of mechanical properties of material
  • Construction/industry standards and procedures
  • Asset planning and management software (as specified by position)
  • Job estimating and compliance software (as specified by position)
Experience identifying, researching, evaluating, and prioritizing operational problems or specific situations and coordinating appropriate action/response.
Experience researching and preparing pipeline construction contracts, pipeline capacity lease (PCL) requests, budget projects, job orders, material requisitions, engineering studies, and correspondence.
Experience reading and interpreting governmental regulations, blueprints, contracts, manuals, specifications, surveys, charts, load studies, asset investment, risk reports, and other forms of data and written communication.
Experience interacting, negotiating, advising, and communicating effectively.
Experience developing information and making presentations to groups and individuals.
Demonstrated ability to read and write fluently in English.
Preferred Engineer-in-Training (EIT) certification
Minimum Applicable driver's license. Requires travel to other company offices and facilities and to job sites.
Mobility to travel in and around plant and office facilities and around job sites out of doors.
Able to operate tools and equipment required.
Communicate and/or exchange information; conduct oral presentations.
Visual abilities sufficient to perform job duties.
