Job description

The Institute for Human Services (IHS) is Hawaii's most comprehensive human services agency dedicated to ending and preventing homelessness. For 48 years, we've been at the forefront of creating tailored solutions for those in crisis, offering a continuum of care that includes emergency shelters, housing programs, health services, employment assistance, and outreach.

The Program Director for Shelter Services provides and implements program development for the organization's kauhales, emergency and transitional shelter programs. This role is responsible for ensuring culturally based, trauma-informed, and person-centered program and services while cultivating a therapeutic environment in which both residents, guests and staff experience safety, dignity, and support. The Program Director collaborates with the Operations and Clinical leadership to ensure trauma-informed principles and culturally reflective practices are embedded across sites ensuring a foundation for healing, stability and positive program outcomes.

Compensation:

Starting from $90,000 annually, actual pay commensurate with experience.

Essential Functions:

  1. Demonstrate excellent customer service consistent with the standards contained in the Vision, Mission, and Values of the organization.
  2. Provide strategic leadership and oversight for assigned Kauhales, ensuring program alignment with organizational mission, funder requirements, IHS best practices, and accreditation standards.
  3. Oversee shelter/kauhale program scheduling, collaborating with Operations and Clinical leadership to execute each site's vision of care.
  4. Monitor and evaluate program performance using both traditional metrics (occupancy, length of stay, exits to housing) and relational/therapeutic indicators (trust, engagement, emotional safety).
  5. Champion a trauma-informed, culturally grounded shelter environment and coach/mentor program managers and staff to support quality client care and staff wellbeing.
  6. Manage program budgets, grant deliverables, and funder reporting, while ensuring compliance with contract PMOs and other applicable regulations.

Required Knowledge/Skills/Abilities:

  1. Working knowledge of culturally competent clinical practices that foster a healing environment of care.
  2. Excellent verbal and written communication skills.
  3. Strong interpersonal and organizational skills with an analytical mindset to see opportunities and solve problems independently.
  4. Able to build lasting relationships with funders, providers and partnering organizations.
  5. Possess personal qualities of integrity, patience and commitment to mission.
  6. Flexible and able to multitask; can work within an ambiguous, fast-moving environment.

Required Education and Experience

  1. Bachelor's degree in Psychology, Social Work or health related from accredited university.
  2. 5 years progressive experience in a leadership position providing clinical or program services to disenfranchised populations.
  3. Experience in development of administrative policies and design of programs that promote healing and community.

Preferred Education and Experience

  1. Masters degree in Psychology or Public Administration or related field.
  2. At least 5-7 years experience in program development and evaluation.

Position Type/Expected Hours of Work:

Regular full time classification. Generally Monday through Friday and some weekends. Hours and days may vary based on the needs of the consumers and the organization.
