Job Description
BryceTech is seeking a Subject Matter Expert (SME I) to lead performance management, analytics, and evaluation efforts supporting the Office of Intelligence and Analysis (I&A) within the Department of Homeland Security (DHS). This role will guide the development of performance frameworks, analytics methodologies, and evaluation strategies that directly inform intelligence mission outcomes and leadership decisions.
Team Overview:
These roles will collectively support a mission-critical program delivering performance analytics, evaluation, and decision support to DHS intelligence leadership. Team members will collaborate closely to transform complex data into actionable insights that enhance mission effectiveness across the homeland security enterprise.
Key Responsibilities:
  • Lead development of performance metrics, KPIs, and measurement frameworks
  • Oversee data analytics, modeling, and trend analysis across intelligence programs
  • Design and execute program evaluations using qualitative and quantitative methods
  • Guide development of dashboards and data visualization tools
  • Support executive-level reporting and briefings
  • Lead stakeholder engagement sessions and translate requirements into analytic outputs
  • Provide technical direction to analysts and junior staff
  • Provides subject matter expertise to clients and project teams based on specialized knowledge in technology, science, public policy and administration, and management
  • Offers strategic guidance and consultation to support program objectives and informed decision-making
  • Facilitates discussions, workshops, and collaborative sessions to support project execution and stakeholder alignment
  • Delivers training and education to enhance client capability, knowledge transfer, and mission effectiveness
  • Applies structured change management approaches to support organizational adoption of new processes, tools, or policies

Qualifications
Required Qualifications:
  • Active Top Secret clearance with SCI eligibility (TS/SCI)
  • Bachelor's degree in a relevant field
  • 10+ years of experience in performance management, analytics, or evaluation
  • Experience supporting Intelligence Community or DHS missions
  • Demonstrated expertise in performance measurement frameworks, data analytics and visualization, and program evaluation methodologies

Preferred Qualifications:
  • Experience with GPRA / Evidence Act requirements
  • Proficiency in Tableau, Power BI, Python, or similar tools
  • Strong executive communication skills
  • Current experience with space systems
