General Description

The Associate Program Assistant is responsible for program development and administrative support. They also assist in the coordination and oversight of special projects and citywide events. They may provide general supervision to a small number of staff members. Performs related work as required.

CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE.

Typical Work Activities

  • Supports the development and implementation of department programs in collaboration with program staff, community partners, and other City departments;

  • Assists with the coordination and oversight of special projects and citywide events;

  • Supports program coordinators with data collection and organization;

  • Prepares a variety of written reports;

  • Tracks key performance indicators for a variety of programs;

  • Prepares and organizes Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and related documentation;

  • Serves as the point of contact for program and project vendors and partners.

Responsibilities related to homelessness initiatives:

  • Coordinates with the Rochester Police Department (RPD) on homeless outreach efforts by utilizing approved guidance and protocol for the removal of homeless encampments;

  • Maintains regular communications with the Neighborhood Service Centers and other City Officials on the identification and monitoring of homeless encampments within each quadrant and uses various software to track them;

  • In conjunction with the Department of Neighborhood and Business Development’s Housing Unit, provides assistance to emergency shelters and service providers;

  • Provides support to the Department of Environmental Services in their cleanup efforts associated with homeless encampments;

  • Serves as the City’s point person with the Monroe County Department of Human Services, community organizations, neighbors, and non-profit service providers to ensure coordination of homeless outreach efforts and services;

  • Develops and maintains relationships with cities throughout the State and Country to keep abreast of best practices related to homelessness and how they can be applied within the City of Rochester;

  • Identifies and coordinates the pursuit of grant funding to support initiatives related to homelessness.

Minimum Qualifications

High School Diploma or equivalent, PLUS either I, II, III, or IV:

I. Master’s degree AND one (1) year of experience in municipal or public programming or administration;

OR

II. Bachelor’s degree AND three (3) years of experience in municipal or public programming or administration;

OR

III. Associate’s degree AND five (5) years of experience in municipal or public programming or administration;

OR

IV. Seven (7) years of experience in municipal or public programming or administration.
