We are seeking aProfessional Learning System Specialist(Education Program Specialist 2)to join ourEducatorAdvancementCouncil (EAC)teamat theOregon Department of Education. This is a permanentpositionrepresented by theService Employees International Union (SEIU).

This position follows a hybrid work model. Onsite presence will berequiredwhen business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources. Employees approved to work remotely must have a reliable and secure internet connection andmaintaina professional work environment that supports productivity. While working remotely, employees are expected tomaintainthe same level of performance, responsiveness, communication, and availability as they wouldinthe office.
Occasional in-state and in-frequent out-of-state travel may be necessary.Adriver's license, an acceptable drivingrecord, a personalvehicle,or an alternative means of transportation arerequiredfor this position.

What you will do!

This position provides ongoing coordination of Oregon's statewide Professional Learning System for educators, working with agency leadership,schooland education service districts, and the EAC to align state-funded professional learning initiatives and grant programs. The system, including an online platform, isa central componentof Oregon's strategy to ensureequitableaccess to high-quality professional learning for educators across the state. The system will increase school-wide and district-wide access to professional learning and resources for educators and will increase capacity to improve instruction and education services for educators in Oregon.

Specifically, you will provideleadership to ensure Oregon's Professional Learning System is effective and aligned with state priorities for achievement, equity, and access.You willcollaboratewith curriculum experts, state agencies, Regional Educator Networks, districts, and partners to deliver high-quality, culturally responsive, standards-aligned professional learning that supports instructional improvement statewide. The role also advances integration with key initiatives, including licensing modernization, early literacy, and accountability.Identifiespolicy and system gaps and develops recommendations and implementation strategiesto strengthen coherence, equity, and effectiveness across Oregon's professional learning systems.

Typical duties include:

  • Coordinate development and continuous improvement of the Professional Learning System:Ensure alignment with statewide priorities, oversee content quality and curation, andmaintaintools that support system access, performance monitoring, and evaluation of impact.

  • Facilitate collaboration to design and deliver high-quality learning experiences:Engage educators and partners across schools, districts, agencies, and universities to gather input, co-develop resources, and ensure the system meets diverse regional and professional needs. Facilitate strategic planning, communication, and integration with educator pathways and statewide initiatives.

  • Support integration, guidance, and evaluation across the system:Align the platform with key state initiatives, develop user guidance, and implement evaluation frameworks to measure effectiveness, equity outcomes, and instructional relevance statewide.

  • Deliver consultation, training, and capacity-building supports for effective system use:Provide technicalassistance,monitorcompliance and implementation,facilitateprofessional learning communities, and use data and feedback to strengthen system effectiveness and resources statewide.

Minimum Qualifications (required)

Master's degree in Educationor related field from an accredited college or university and five years of education experience in the specialty area under recruitment (e.g., classroom teacher, counselor, itinerant service provider), two years of which includes leadership experience (e.g., lead teacher, program coordinator or director, school administrator) in the specialty area under recruitment.
A Doctorate in Education or related field from an accredited university may substitute for two years ofthe educationexperience, but not for the two years of leadership experience.
An Oregon Standard Administrative License (issued by Oregon Teacher Standards and Practices Commission) may substitute for the two years of leadership experience.
