Procurement Program Manager
Location: Hybrid/Remote (DC/VA/MD Region)
Clearance: Secret
Overview: ActioNet is seeking a Procurement Program Manager to lead the planning, execution, and operational launch of a procurement ecosystem for software, hardware, and technology services. This individual will oversee marketplace design, vendor onboarding, VAR engagement, workflow development, and procurement lifecycle integration.
The ideal candidate brings deep experience in government technology acquisition, vendor/VAR relationship management, marketplace operations, and enterprise-level program management.
Responsibilities:
Stand-up and Operations
  • Lead all phases of the procurement ecosystem development, from prototype to production OT.
  • Define ecosystem structure, workflows, catalog taxonomy, and user experience.
  • Coordinate front-end and back-end feature rollouts with technical, operations, and acquisition teams.

Vendor & VAR Engagement
  • Develop and execute a VAR onboarding strategy, including requirements gathering, outreach, training, and compliance.
  • Build strong relationships with OEMs, VARs, small businesses, and emerging tech providers.
  • Establish standardized offer templates, pricing structures, and product listing requirements.

Government Acquisition & Procurement Integration
  • Serve as the primary liaison between ActioNet and customers for acquisition-related activities.
  • Ensure marketplace processes align with OTA authority, procurement policies, licensing rules, and federal compliance requirements.
  • Support ROM development, acquisition planning, contracting documentation, and procurement workflows.

Program Governance & Execution
  • Establish governance processes, dashboards, KPIs, and continuous improvement mechanisms
  • Lead backlog prioritization, sprint planning, and cross-functional coordination with technical, operational, and contracting teams
  • Manage risks, dependencies, change requests, and cross-agency alignment

Stakeholder Communication & Strategic Alignment
  • Facilitate engagement with DISA leadership, CXOs, VARs, and marketplace users to capture requirements and refine capabilities
  • Deliver briefings, playbooks, and decision-ready recommendations to executive stakeholders
  • Ensure alignment with customer's requirements and broader enterprise acquisition transformation goals

Required Qualifications
  • Recent, relevant experience managing enterprise technology or digital services programs within Federal or Defense environments
  • Program or project management leadership supporting large-scale Federal or Defense enterprise IT initiatives
  • Proven ability to manage complex IT services or digital platform programs serving multiple organizations, mission partners, or large user communities
  • Experience supporting enterprise service catalogs, shared services environments, centralized service delivery models, or IT-as-a-Service constructs
  • Hands-on experience managing ServiceNow or comparable enterprise workflow, catalog, or service management platforms
  • Strong understanding of government acquisition environments, including OTA, FAR, hybrid procurement models, and technology delivery frameworks
  • Demonstrated ability to coordinate across Government stakeholders, acquisition organizations, technical delivery teams, and industry partners
  • Experience delivering enterprise IT services to geographically distributed users across CONUS and OCONUS environments
  • Familiarity with Cloud, SaaS, subscription licensing, or enterprise software delivery models, including renewals and lifecycle management
  • Direct involvement in IT modernization, enterprise transformation, or shared services initiatives
  • Experience orchestrating multi-vendor, VAR, OEM, or partner ecosystems, including onboarding, governance, and performance management

Preferred Qualifications
  • Experience standing up or managing a government or enterprise marketplace
  • Background in enterprise asset management, service cataloging, or brokering models
  • PMP, SAFe, or equivalent project leadership certification
  • Prior work in programs supporting modernization, enterprise acquisition, or IT-as-a-service models
