Subcontracts & Procurement Specialist
Fairfax, VA | Contract / Contract to Hire
Cherry Bekaert Recruiting & Staffing is seeking a Subcontracts & Procurement Specialist for a growing, technology-focused organization supporting advanced research, engineering, software, and manufacturing programs.
This opportunity is ideal for a procurement professional with federal contracting experience who enjoys owning the subcontract lifecycle, building strong supplier relationships, and working closely with engineering and program teams in a fast-paced environment. The position supports procurement activities across R&D, manufacturing, engineering services, and software acquisition programs.
Responsibilities
  • Lead cradle-to-grave subcontract and procurement activities in compliance with FAR, DFARS, ITAR/EAR, and company policies.
  • Prepare and issue RFPs and RFQs, evaluate supplier proposals, conduct cost and price analyses, and negotiate terms and conditions.
  • Support procurement and subcontract efforts related to R&D, prototype manufacturing, engineering services, software licensing, and technical materials.
  • Evaluate, onboard, and manage subcontractors and vendors.
  • Draft agreements, modifications, change orders, and flow-down requirements.
  • Support proposal development and subcontractor sourcing efforts.
  • Maintain audit-ready procurement records and CPSR-compliant documentation.
  • Partner with engineering, finance, supply chain, and project teams to support successful program execution.
  • Manage supplier performance and develop strong vendor relationships.
  • Deliver exceptional support to internal and external stakeholders.

Qualifications
  • Bachelor's degree in Business Administration, Supply Chain Management, or related field; equivalent experience considered.
  • 7-10 years of subcontract administration or procurement experience within a DoD or defense contracting environment.
  • Minimum three years of hands-on Deltek Costpoint Procurement Module experience.
  • Strong knowledge of FAR, DFARS, ITAR, CPSR requirements, and subcontract administration.
  • Experience supporting R&D, manufacturing, engineering, or software acquisition programs.
  • Experience administering Fixed Price, Cost Plus, and Time & Materials agreements.
  • Strong negotiation, analytical, and problem-solving skills.
  • Ability to work independently in a dynamic and fast-changing environment.
  • Excellent communication skills with technical and non-technical stakeholders.

Preferred Qualifications
  • Experience with Government Property management.
  • Costpoint 8.0 or higher experience.
  • Experience supporting prototype or low-rate manufacturing environments.
  • Familiarity with export-controlled procurements and ITAR/EAR requirements.
  • Proficiency with Microsoft 365 and Adobe Acrobat Pro.
