Job Summary/Company:

Sparks Group has partnered with a nonprofit organization to find a Procurement Manager. As the Procurement Manager you will be responsible for leading the end-to-end planning of a Request for Proposal (RFP). The ideal candidate will have a minimum of 5 years of experience as a Proposal Manager to include leading an RFP within a government or government contracting environment. Responsibilities:
  • Lead the end-to-end planning of RFP actions, including timeline management and the development of SOWs and evaluation methodologies.
  • Conduct internal and external research to identify vendors while translating complex business requirements for stakeholders.
  • Facilitate proposal reviews and technical panels, conducting rigorous cost and price analyses to ensure value and fit.
  • Execute contract documents using approved templates, negotiating pricing, terms, and performance schedules to meet organizational goals.
  • Ensure all actions align with MBN procurement policies, maintaining detailed documentation and reporting on contract execution and emerging issues.

Qualifications/Background Profile:
  • Minimum of 5 years of proposal management experience
  • Experience with RFP and solicitation leadership of a minimum of a million-dollar value
  • Government or government contracting experience is preferred
  • Bachelors degree or additional experience in lieu of degree
