Job description

Everforth ECS is seeking a Procurement Support Specialist to work onsite at one of two locations: Newport, OR. / Norfolk, VA.
Position Overview
We are seeking a Procurement Support Specialist to plan and direct the federal procurement of goods and services, ensuring compliance with legal regulations (e.g., FAR) and organizational policies. The successful candidate will conduct market research, manage vendor relationships, oversee the procurement lifecycle from needs identification to contract closeout.
The preferred location is at one of two NOAA Marine Operations locations:
  • Newport, OR (2002 SE Marine Science Drive, Newport, OR 97365)
  • Norfolk, VA (439 West York Street, Norfolk, VA 23510)

Tasks will include:
  • Conduct market research.
  • Prepare solicitation and federal procurement contracts.
  • Ensure contract close out activities are completed in accordance with federal and NOAA requirements.
  • Contract Administration - Collect documents required for contract packet and ensure they are in the contract system.
  • Purchase Card administration
  • Identify outstanding purchase card requests and follow-up with vendor on invoices and tracking.
  • Review purchase card requests for completed packets.
  • Prepare CD435, IT Checklist, and SOW for Services.
  • Possible travel for section training events.
  • Update supervisor of procurement delays and proposed resolution.
    • Candidate will be required to obtain a Common Access Card (CAC) through a RAPIDS ID station.
    • This is a temporary assignment not to exceed 1 year but may be extended.

Salary Range: $50,000 - $63,000
General Description of Benefits
  • Must have at least an Associate's degree.
  • Must hold, have held, or have work toward a FAC-C (Federal Acquisition Certification in Contracting) within the past 5 years.
  • Familiar with BAS.
  • Familiar with PRISM.
  • Familiar with EBS.
  • Must be able to obtain a "Contract Specialist Role" within PRISM.
